Subject: Regarding non-provision
on Mail guard/MGMMT/Mail carrier on MMS schedule trip at Pune region:
observation of agitation programme thereof.
Respected Sir,
Kindly find enclosed letter received from regional
JCA of NFPE & FNPO MMS, Pune region on the subject.
In this regard, it is brought to notice of this union
that in spite of honourable PMG has agreed during the bi-monthly meeting held
in November 2019 regarding the provision of Mail Guard on MMS schedules trip
whereas the administration of RMS B Division has not followed the same.
As per provision in Rule no. 34 & 40 of P&T
manual Volume VII the duty of mail exchange is assigned to Mail guard. The Mail
guards/MGMMT are being provided on all MMS schedules in our department as well
in our circle. Since, non-provision of mail guard on MMS Schedules at Pune region
even though agreed in bi monthly meeting the staff of MMS Pune is became
agitated due to extra burden duties and responsibilities of mail exchange in
addition to their regular steering duty on MMS vehicle.
Now vide their
joint letter dated 12-08-2020 , staff of MMS has decided to perform duty of
drivers only and not to perform duty of
exchange of mail without mail guard with effect from 18-08-2020.
Your honour is therefore requested to look into the matter and give
suitable instructions to honourable Postmaster General, Pune region take
necessary steps for provision of mail guard/MGMMT for smooth functioning of
mail exchange of public mail and maintain tranquility in the Pune region.
