Sir,
To escape from the harmful effects of COVID-19 pandemic, the Department has decided to stop physical despatch of communications (Letters / Statements / Reports) from Directorate to Circles and vice versa and even within Directorate vide its letter under reference.
It is quite surprising that while taking such a decision, the Department forgot the condition of lakhs of its employees who are working in post offices and physically handling innumerable letters/parcels/packets moving though different modes of transmission under different temperature in different places where possibility of carrying novel corona virus is more. This order proves that the lives of the employees working in administrative offices are more precious than the lives of the operative employees in the eyes of the Directorate. Perhaps for this reason, operative employees are not even spared on weekend shutdown declared by several State Governments and full attendance is enforced in Post Offices in spite of clear guidelines to reduce the staff strength to 33% / 50% with staggering of work / business hours, screening and hygiene, frequent sanitization etc. by MHA. What to speak of 5 working days in a week for these employees? It is now a dream for the operative staff.
While the operative staff members in Post and RMS Offices are working day and night without PPE, proper and regular sanitization of workplaces due to non-supply of machine and disinfectants, zero thermal scanning of customers due to non-supply of thermal scanners by the administration, violation of social distancing due to cramped accommodation and want of proper sitting arrangement for the members of public, there is every apprehension that very soon the post offices will be converted into maternity home of COVID-19 if we take a look on the increasing trend of traced, positive and death cases throughout the nation.
At this critical juncture, while the Department is not at all serious towards the operative side where the staff members are more vulnerable to novel corona virus, the above order depicts a gross discrimination in between the administrative and operative staff members which is highly condemnable. The supply of preventive materials like hand wash, sanitizer, hand gloves, face masks etc. has remained in pen and paper. Even after 3 months of horrible condition of COVID-19 pandemic, neither the supply of such materials to post offices by the Divisional administration is regular nor the SPMs/Postmasters have been specifically ordered for the purpose to purchase and submit the bills for sanction so far. It is witnessed that the employees are purchasing such items out of their own pocket to save their lives.
As such, we would like request you once again to appraise the Directorate to look into the following aspects in an urgent manner without any plea or delay to contain spread of COVID-19 and to save the lives of the staff and their family members.
1. To stop discrimination in between operative and administrative staff members.
2. Temporary sitting arrangements for customers with provision of chairs, writing tables, fans and drinking water facility in the available space of the PO premises till restoration of normalcy.
3. Supply of Thermal Scanners and Sanitization Machines to all POs with permission for purchase of required disinfectants and other preventive materials like hand wash, sanitizer, hand gloves, face masks etc as and when necessary.
4. Issue of metal or plastic tokens bearing serial number and name of the Post Office for supplying to the customers to avoid unnecessary rush in the available counter / public space of the Post Office.
5. Deployment of a person on daily wage basis at the main entrance of the POs, especially in bigger offices with unexpected rush of customers for thermal scanning, requesting / helping each customer to wash hands and to use sanitizer and for giving tokens to restrict entry of customers to the Counter Hall till restoration of normalcy since with the existing manpower, POs can’t do the same.
6. To close down all post offices on each Saturday in the areas where weekend shutdown is declared by the State Govt.
7. To run the Post and RMS Offices with 50% staff.
8. To stop operation of PMA and functioning of P O Aadhaar Centres once again.
9. To stop doorstep delivery of articles once again.
10. To reduce the business hours of post offices from 8 hours to 5 hours.

Exercising option for deduction of TDS under old and new rates of Income Tax for the Financial Year 2020-21
The Government of India has notified new tax structure w.e.f. the financial year 2020-21 (assessment year 2021-22), wherein the total taxable income shall be computed without any exemption/deduction such as Standard Deduction, HRA Exemption, loss from house property, deductions granted under the provisions of Chapter VI-A (except deduction under sub section (2) of Section 80CCD).

The income tax rates prevailing in the financial year 2019-20 will continue to exist and the official has to choose between old rates and new rates for the purpose of monthly Income Tax recovery from pay and allowances. In the old tax rates, all the existing deductions and exemptions are allowed.
Therefore, all the officials are required to exercise their option, in writing or through email to mole124cash@gmail.com to choose between old or new income tax structure for the financial year 2020-21 (assessment year 2021-22) for the purpose of monthly income tax deduction from pay and allowances. This option should be forwarded to Cash Section (MS) latest by 10-07-2020. If no option is received by the prescribed date, it will be presumed that the official is opting for the old tax structure and income tax recoveries will be regulated accordingly.
It may also be noted that the option so exercised will be final and cannot be modified during the present financial year.

This is regarding relaxation in CCS
(Leave) Rules, 1972 for application of leave without a medical certificate in
respect of officials who are above 50 years of age and have an underlying
condition. i.e. Diabetic, Respiratory problems, Renal diseases and other
life-threatening illness for a period up to 4th April 2020 so as to
avoid unnecessary burden on the health care system.
Accordingly, all officials having age
above and having underlying conditions were applied for the commuted leave
without a medical certificate and after 4th April 2020 but due to
non-issuance order for the extension for the order on the subject now leave
sanctioning authorities are demanding medical certificate for the period beyond
the 4th April 2020 and non-submission of medical certificate they
treating leave as half pay leave or demanding application for earned leave
absentee beyond the period of 4th April 2020.
In this regard, your honours kind
attention is invited on the DOP&T instructions issued vide No 11013/9/2014-Estt (A-III) dated 19th
May 2020 wherein instructions have been issued for exemption from duty in
respect of officials who underlying condition may be exempted from the roaster
duty. It
is, therefore, requested that all officials who underlying conditions please be
exempted from duty upon production of medical prescription from treating physician
under CGHS/CS (MA) Rules as well as from the private RMP as a special case in
respect of officials who are applied for leave after 4th April 2020
under the relaxation of rules. In this regard, suitable instructions also
please be issued for exemption from the duty to persons with disabilities and
pregnant womens.

the matter personally and give suitable instructions to all divisional head and
leave sanctioning authority. I shall remain highly thankful to you for doing

Sir,
First of all, we are hereby submitting sincere
gratitude to your honour for taking a lot of pain to resolve many issues by
taking decisions in special RCM meeting. Your authoritative attention is
invited to the Para no.11 of your communication dtd.19/05/2020 in which there
were clear instructions to conduct meeting at Regional/divisional level to
resolve the problems at their respective level. Also, we have recollected the
decision taken that review RCM meeting may be extended within one month after a
said RCM. But it is very unfortunate to state that there were no meeting at
Regional level as well as a special RCM review meeting.
It
is very shocking for us that most of the regional administration has abolished
the Roaster duty attendance and ordered staff for 100% attendance when there is
a serious outbreak of COVID-19 in Maharashtra especially Mumbai, Pune,
Aurangabad, Malegaon, Nagpur and Nashik. Your kind attention is invited to the
DO.letter of Hon’ble Secretary Post No.Z-92011/25/2020-Coord/O&M
dtd.18/06/2020 in which it is clearly mentioned that the safety, security of
our employees during due discharge of duties as well as beyond duty hours along
with the family should be given due priority which is self-speaking and
self-explanatory. So it is pertinent to mention that Roaster duty is a purely
preventive measure for Postal employees to save them from COVID-19 infection
and the Roaster attendance is being introduced by Directorate as well as DOPT
only vide OM dtd.18/05/2020. There is no relevance of pendency or accumulation
with Roaster duties as preventive measures and there are no any orders from
Directorate as well as DOPT to abolish Roaster Duties during the serious
outbreak of COVID-19 till this date. Our union wishes to put forth the major
difficulties to Your Honour for sympathetic consideration as follows:
1] The situation is worsening day by day due to the
serious outbreak of COVID-19 and Maharashtra state Government have ordered only
25% attendance in this crises. No one will keep social distancing during or
beyond duty hours if Roaster duties would have been discontinued. According to
Directorate order as well as MHA orders, the local authority should take the
decision according to the situation of serious outbreak COVID-19 by adhering
the decisions of the State Government.
2] There are very serious outbreak in Mumbai, Pune,
Aurangabad, Malegaon, Nagpur and Nashik as well as Delhi as there are several
communications from Directorate for these two states in our country. Delhi
Circle is adhering the Roaster duty attendance then this union sincerely feels
that there should not be two different criteria for the same prevailing
situations in both the Circles.
3] Maharashtra state Government have ordered
complete lockdown in most of the areas of Mumbai, Thane, Kalyan, Dombivali,
Navi Mumbai, Pune, Aurangabad & Nagpur etc. as on date which speaks lots
about the tragic situation of Maharashtra Circle. So abolition of Roaster
duties in such crises is nothing but to throw our Postal/RMS/MMS employees into
the dangerous life threat.
4] Some of the authorities are unnecessarily
insisting for 100% attendance which is creating huge resentment among the all
Postal/RMS/MMS employees which will lead to any spontaneous reaction from the
staff members at any time for which that concerned authorities will be held
responsible for any ex-parte implementation.
Your
Honour is therefore requested to kindly access the current tragic position
sympathetically and extend one review meeting for threadbare discussion on this
vital issue as well as measures to cope up the pendency and accumulations
within two days before implementation of the drastic decision of
discontinuation of Roaster duties which is against the interest of precious
lives of our Postal/RMS/MMS employees. It is further requested to kindly issue
necessary strict instructions to all concerned authorities of Maharashtra
Circle to keep held in abeyance the order of discontinuation of Roaster till
the outcome of an awaited meeting for which our union will be grateful to your
kind honour.
A

This
union has brought to notice that roaster duty at RMS B Division, Pune
discontinued with immediate effect.
In
this regard it is brought to notice of your honour that there is problem of
transportation in Pune City, Railway authority is not allowing our staff for
travel through their special trains and there is limited transport facility
available from local Municipal Corporation. The staff is having trouble for
attendance due to non availability transportation facility and take about 3 to
four for journey. Moreover the situation is becoming worst due to increasing
cases of COVID 19 at Pune City and now community transmission of spread of
COVID 19 and most of area and premises sealed due COVID 19.
It
is also brought to notice of your honour that there is no any pendency of mail
at mail offices in RMS B Division, Pune. All type of mail including second
class mail is being disposed of day to day basis. Staff of RMS B Division has
fully co-operated to administration side for smooth functioning of all type
mail offices including BPC & BNPL.
It is learnt that the roaster duty at Mumbai
restored with instructions of booking of adequate staff on a daily basis for
smooth functioning of office work.
Your honour is therefore
requested to kindly give suitable instructions to honourable PMG, Pune region
to restore roaster duty to save life of our staff. We again assure you
regarding smooth functioning of all mail offices with zero pendency of mail. I shall remain highly thankful to you for

This is in continuation
of this union communication dated 07-10-2019, 19-02-2020 and reference to your
memo cited above. First of all, this union is very much thankful to your honour
for issuing the orders under rule 38 of P&T Manual Volume IV. While going
through order this union has received various queries related to the incoming
list displayed by the circle office on web site and the rule 38 transfer order
issued by the C.O. Mumbai as below.
1.
It is observed that one order in respect of SC candidate for L
Division, Bhusawal is not issued by circle office or left to issue erroneously
which is required to be issued on 31-12-2018 but not issued.
2.
The replacement against the officials who not joined or given
unwillingness for transfer as per order dated 31-12-2018 and 29-08-2019.
3.
The name of officials already transferred under Rule 38 by way
of Mutual transfer or rule 38 is again reflected in transfer order 29-08-2019 hence other candidates eligible
deprived of the transfer. Kindly issue fresh orders of next willing official
against these officials who are already transferred but their name again
included in transfer order erroneously.
4.
The name of officials is still incorporated in the incoming list
even though they were already transferred as per order dated 31-12-2018 or
Mutual transfer.
5.
There is still the wrong date of appointment mentioned against
officials.
6.
The waiting incoming list/transfer order in respect of MMS
drivers is not displayed till the date even though there is an advertisement
for recruitment against vacancy issued by the administration.
7.
The vacancy position declared for (i) CGL 2017, (ii) CGL 2018
(iii) CHSL 2017 (ii) CHSL 2018 onwards communicated to Staff selection may
please be displayed on web site for transparency.
8.
It is also brought to notice of this union that till the date
some regions/divisions have not updated their incoming waiting list as per with
applications done by the applicant hence some discrepancies were observed in an
order issued under Rule 38.
9.
Kindly give suitable instructions to relive all officials whose
order under rule 38 has been issued by the circle office but not relived by the
concerned divisional head.
We urge your good self
to look into the matter and give suitable instructions to the staff section of
Circle office for rectifying all issues related to transfer under rule 38 at
the earliest and Display of revised waiting list for RMS and MMS staff towards
issue transfer order for the vacancy for the year 2020 at the earliest.
