Subject:- Regarding irregular posting order in respect accounts line Supervisor in mail office by approval from Placement committee.

 

Respected sir,

 

This union has brought to notice of irregular posting order in respect accounts line Supervisor at mail office in general line post of LSG (NB) PH Pune under RMS B Division, Pune by Placement committee without adhering the guidelines on the subject.

 

It is brought to notice of your honour that the official who opted account line for LSG promotion is transferred to mail office in the post of General line. This is quite irregular and injustice to operative general line senior officials it is, therefore, requested to please repost the LSG (A/C) official at the office of HRO only. There were two posts of LSG (A/C) and one post of HSG 2 at the office of HRO but earlier one post of LSG (A/C) was diverted to NSH Pune/1 without considering the workload of office of HRO. Now even though the CSI system introduced the work is being required to do manually, CHRO software and then CSI. It is also brought to notice of your honour that the payroll system is now again decentralized by the department and now required to the done office of HRO only hence there is need of qualified Supervisor to supervise the work of HRO accounts.

 

The issue was discussed in monthly meeting with Honourable SRM where he has replied that guidelines were sought from regional office for the same. In this regard your kind honours attention is invited on d DG (P) guidelines issued vide 06-12/2010-SPB.II dated 07.03.2011 regarding filling up of posts of LSG in Accounts line in post offices and RMS offices where in clearly mentioned that the post of LSG (A/C) filled up from the official having ten years of service with  additional qualification of passed PO& RMS Accounts examination. The LSG (A/Cs) cadre is divisionalised for limited purpose i.e. transfer liability and this cadre remains as Circle cadre. 

 

Your honors kind attention is invited to Directorate instructions issued vide No. 8-1/2016-SPB-II dated 19-02-2019 addressed to CPMG Odisha Circle with copy to all head of circle regarding PO&RMS examination wherein it is clarified that the post of accountant identified for as LSG may be manned by LSG (A/C) cadre as per relevant instructions on the subject.

 

In this regard your honours kind attention is again invited the guidelines issued vide DGP&T No. 6-1-SPB dated 08.05.1959 regarding posting of LSG officials as per option exercised by him.   An option once exercised is final. Officials who will be appointed in future as LSG accounts or General Line officials according to their turn will not  be allowed to change their posts. The Officials who have already been confirmed as LSG (Accounts or General Line) will not be exercise any option and they will continue to work in their existing posts till such time as the post are vacated by them on promotion or retirement.

 

The official under reference has opted accounts line. The placement committee has not adhered guidelines on the subject and illegally approved transfer & posting in respect of LSG (A/C) cadre official to general Line cadre by making injustice to General line cadre who are waiting for promotion in LSG cadre since completion of more than 30 years of service in SA cadre.

 

Your honour is hereby requested to please look onto the matter personally and give suitable instructions to PMG Pune to restore the posting in respect of LSG (A/C) at HRO, RMS B Division, Pune instead of mail office. I shall remain highly thankful to you for favourable action by your kind honour.
