NATIONAL SECRETARIAT OF CONFEDERATION:- Confederation National Secretariat Meeting was held on 24th July, 2016 under the Presidentship of Com. K.K.N. Kutty at New Delhi and endorsed the decision of Central Trade Unions of 2nd September, 2016 One Day General Strike. Being the affiliated of Confederation of C.G. E. & Workers we endorsed the decision taken by National Secretariat of Confederation. The details are Confederation circular No. Conf/Sectt/2016 dated 26th July, 2016 which is on our website. The General Demands in Part-A and confederation & NFPE  demands are in Part-B are enclosed . The campaign tour programmed of All India leaders of NFPE is also enclosed . All are requested to arrange campaign meetings as per programme of confederation & NFPE. All Circle Secretaries are also requested to launch campaign programme in their respective Circles to mobilize maximum participants for 2nd September, 2016 One Day General Strike.
GDS COURT CASE:- Next date of hearing has been fixed on 16-8-2016.
RTP CASE:_ Next date of RTP case hearing is on 26-8-2016.

7 CPC NOTIFICATION:_ Notification of 7 CPC Committee report has been issued by Ministry of Finance on 25th July, 2016 vide its letter No. F.No.1 -2/2016-IC dated 25-7-2016. And also by D.O.P Minimum wage Rs.18000/-, Fitment 2.57, Existing HRA on Existing Pay till committee submits its report. See for details on our website.

INFORMATION ABOUT CADRE RESTRUCTURING

ON 20.07.2016, COMRADE R.N. PARASHAR SECRETARY GENERAL NFPE MET SHRI S.K. DASHORA, DDG (ESTT) DEPARTMENT OF POSTS AT DAK BHAWAN, NEW DELHI AND ENQUIRED THE PROGRESS OF CADRE RESTRUCTURING FOR LEFT OUT CATEGORIES OF POSTAL DEPARTMENT.

          HE INTIMATED THAT THE PROPOSAL HAS ALREADY BEEN SUBMITTED TO DOP&T AND DOP&T HAS MADE SOME QUERIES FOR WHICH REPLY IS BEING SENT. AFTER BEING APPROVAL FROM DOP&T, THE PROPOSAL WILL BE SENT TO FINANCE MINISTRY FOR FINAL SANCTION.

          WE HOPE EARLY APPROVAL AND IMPLEMENTATION

RESERVATION FOR SC/ST AND OBC

 Article 16(4) of the Constitution enables provision of reservation to Backward Class of citizens, who are not adequately represented in the State. Reservation is provided to Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) through executive instructions issued from time to time, which has force of law, as held by the Supreme Court in Indira Sawhney case. 

            As per extant instructions, reservation is provided to Scheduled Castes, Scheduled Tribes and Other Backward Classes at the rate of 15%, 7.5% and 27%, respectively, in case of direct recruitment on all-India basis by open competition. In case of direct recruitment on all-India basis otherwise than by open competition, the percentage fixed is 16.66%, 7.5% and 25.84%, respectively. 

            As per information received from 71 Ministries/Departments, the representation of Scheduled Castes, Scheduled Tribes and Other Backward Classes in the posts and services under the Central Government as on 01.01.2014 is 17.35%, 8.38% and 19.28%, respectively. 

            While the representation of Scheduled Castes and Scheduled Tribes is as per the prescribed percentage, the representation of Other Backward Classes is less than the prescribed percentage due to the following reasons:- 

            (i) Reservation for Other Backward Classes started only from the year 1993. 

            (ii) OBC candidates who are appointed upto 1993, that is before introduction of       reservation for OBCs, are not included for counting their representation; 

            (iii) There is generally a time gap between occurrence of vacancies and filling up    such    vacancies, as recruitment is a time consuming process. 

            Based on recommendations of a Committee headed by the Secretary, Ministry of Social Justice and Empowerment, time bound action plan for filling up backlog reserved vacancies has been intimated to all concerned Departments/Ministries on 20.11.2014 for filling up such vacancies by August 2016. The Action Plan includes study of reasons for non-filling of backlog reserved vacancies, review of prescribed standards, if required; conducting Special Recruitment Drive and conducting pre-recruitment training programmes. 

            This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Laxmi Narayan Yadav and Shri Harishchandra Chavan in the Lok Sabha today.

            Will the Minister of FINANCE be pleased to state :-

(a) whether Government has implemented the 7th Central Pay Commission recommendations;

(b) if so, the details thereof along with the date of notification thereof;

(c) whether increase in pay of Central Government Officials is historically low under 7th CPC; if so, the reasons thereof;

(d) whether employees unions/trade unions have announced to go on indefinite strike against the historically low revision of salaries by Government, if so, the response of Government thereto; and

(e) whether uniform multiplication factor of at least 3 is proposed to be applied for revision of pay under 7th CPC; if not, the reasons there for?

            Statement Annexed with the Rajya Sabha Starred Question No. 28 for 19.07.2016 by Shri Neeraj Shekhar on 7th Central Pay Commission Recommendations
            (a) & (b): The Government has decided to implement the recommendations of the 7th Central Pay Commission relating to pay, pension and related issues. The requisite notifications are being issued shortly.
            (c) The increase in pay as recommended by the 7th Central Pay commission is based on the detailed deliberations by the Commission keeping in view all relevant factors having a bearing upon the prevailing circumstances

            (d) Employee Associations of Central Government had given a call for strike with effect from 11.07.2016 which has since been deferred. However, the Government is responsive to the concerns of the Employees’ Association and it would be the endeavour of the Government to ensure that the eventuality of a strike does not arise.
(e) In view of the multiplication factor having been accepted based on the recommendations of the 7th Central Pay commission, no such proposal is under consideration of the Government, at present.

Dear Friends!

            On the call of the National Joint Council of Action(NJCA), on hopeless recommendations of VII CPC, scrapping of National Pension System (NPS) and other long pending genuine demands of the Central Government Employees, covering lakhs and lakhs of Railwaymen, Defence (Civilian) personnel, Postal employees, working in different Central Government offices throughout the country, unitedly not only participated and contributed regularly in agitational programmes of different stages of struggle but also succeeded to reflect such an environment in the entire length and breadth of the country well before the date of commencement of nationwide “Indefinite Strike” from 11th July, 2016; that compelled the Government of India to think better than Rs.18,000 as Minimum Wage, change in the Fitment Formula and many other important heartburning aspects, like National Pension System (NPS) and to handover all such issues to the committees with a commitment to consider the same within a timeframe of four months. Considering positive attitude of the senior ministers of the Government of India, the National Joint Council of Action (NJCA) had decided to give another four months time to the government.

            I am fully aware that, our Central Government Employees and the youth with full sincerity and dedication had unitedly created an unprecedented environment throughout the country, enlightening all the fellowmen about our demands in support of “Indefinite Strike” continuously, for which they deserve to be thanked a lot.

            Earlier too I had drawn your attention and warned to be aware of such elements who will confuse and mislead you by various baseless arguments and try to weaken and derail our united struggle.

            I know that, such negative thinking persons neither would have participated in the strike nor moved shoulder to shoulder in the movement of struggle. Negative thoughts not only weaken the individual, but also malign mental attitude of the others. Certain such persons, pouring in forcefully their polluted views on others, only try to break the broader unity of the movement. After all, it is not a new phenomena, such elements were found in all the strikes of the past. But nowadays; propaganda scenario has changed. Earlier, social media – WhatsApp, Facebook etc. were not available, so, such elements were launching propanganda campaign in the Canteens, Pan shops etc. In the present era, instead of using social media, WhatsApp, Facebook etc, in positive way for uniting co-workers, such elements unsuccessfully attempt to break the unity with their contaminated thought, reflecting the fellowmen that they are the only genius and ever alert and real friends of them, but such individuals always deceived and show their back at the climax of the struggle.

            I had earlier mentioned; to be very careful of such vindictive personalities who have destructive thought during the struggle, meant to secure their own rights. It is waste to have even least hope of any contribution in any struggle from such individuals who during agitation/strike try to side-away themselves by all means.

            For complete preparation of strong background in any movement, struggle/strike, role of an individual unit, branch, division, zonal and national level, strong change can never be devaluated, and such an strong united movement at all levels leaders ultimately encourages to give a clarion call of struggle at the national level. National leadership has to take care of all even-odd circumstances, lead his attitude, patience and safety of their force. Deep contemplation yields of the movement for him to cause execution to implement various strategies and timelines for the fulfillment of the objective of the obligation to go beyond such a positive approach rather than criticism for decisions on the subtleties of the churning the movement extended to the middle of your peers and get validness struggling peace succeeds.

            I have full faith that, all the Central Government Employees were ready, already even today and will remain ready with the time slot to fight for their rights.

            I again remind my colleagues to be aware and give befitting reply to those having negative thinking, and a strong movement only can go ahead.

Sir,

The Joint Committee of the above unions affiliated to National Federation of Postal Employees(NFPE) has discussed the situation prevailing after the unilateral implementation of cadre re structuring orders by the Dept. of  Posts in Postal Assistant cadre only in isolation which has created resentment and agitation in the mind of RMS & MMS employees. The above unions notes with grave concern the discrimination meted out to the RMS & MMS employees.

            We are really shocked to read the Directorate’s orders and strongly protest against the discriminatory action of the Postal dept without considering the agreement signed by the staff side and administration. We urge upon the Govt. and dept of Posts to take immediate action to implement cadre re structuring for the left out cadres also without any discrimination. The above unions also resolves to conduct following phased programme of action for settling the issues agitating the minds of RMS $ MMS employees. The joint action committee comprising the above unions has decided to submit a charter of demands to the department and also organize following country wide agitational programmes.

First phase:- Submission of memorandum to Divisional  Heads with massive  demonstration on 20.07.2016  in front of all Divisional offices.

Second phase:- Massive Dharna in front of all Regional offices on 02.08.2016.

Third phase:- One day hunger fast in front of all CPMG office in the third Week of September, 2016.

CHARTER OF DEMANDS:

1.Take immediate action to implement cadre restructuring to RMS & MMS employees and other left out categories also without any discrimination.

2.Demand timely repair and maintenance of following RMS/MMS buildings and request to provide hygienic atmosphere in work place.

Construction of New Buildings
1.             Guwahati RMS
2.             Bangalore RMS
3.             MMS Mumbai- Gate Way of India
4.             Bhiwani Sorting office.
5.             Ernakulam RMS
6.             Kochi Sorting
7.             Bhuj Sorting.

10.          Odissa Circle and other circles.

2.            (a) Repair of Buildings:- Buildings of the following RMS offices are in deplorable condition and require immediate repair:- Sambalpur RMS, Silchar RMS, Rewari RMS, Ranaghat RMS,Kharagpur RMS ,Bankura RMS, Siliguri Junction, Malda RMS,RLO Bldg. (Kol RMS), Samastipur RMS,Palakkad, Vatakar, Kottayam, Sahibganj Rest House, Lalgola Rest House, Bankura Rest House, NJP Rest House and Bhagalpur Rest House, `C` Dn. Rest House Howrah and in Karnataka Circle and other Circles.
(b) Repairing of Rest Houses In Kerala, Karnataka Circle
 (c). Repairing of Postal Quarters in All Circles.
3. Request to frame clear norms for processing speed post/CRC/parcel without any ambiguity and considering the practical feasibility.

4. Request to provide good quality computers, scanners, printers, UPS in all RMS offices to improve the efficiency and minimize the difficulties faced by the staff. Ensure proper utilization of MNOP funds.

5.  Fill up All Vacant Posts in RMS including GDS MM (RMS) & MMS drivers, artisans, managers and other category of staff in MMS.

6. Demand replacement of all condemned vehicles in MMS.

7. Stop Abolition of Transit Sections and Introduction Private MMS Long Distance Service.

8. Supply New Hand Trucks to All RMS/TMOs.

9. Replace the sealing wax from all RMS offices with modern sealing materials.

10   Stop unilateral decision at all level.

It is the heritage of our department that across the table with proper negotiation we have settled so many issues. But now at this moment some order are issued by the authority keeping the organization in dark. Urges for maintaining the cordial relation in between staff side and official side.
            We appeal the Secretary, Dept. of Posts to settle the problems mentioned above within the time frame, failing which we will be compelled to resort to higher form of trade union actions without further notice. We hope that Dept, will take immediate actions for the settlement of the issues so that the peace, tranquility and better relationship between the staff side and administration shall remain unaffected.
