Subject: - The 33rd Circle Conference of All India RMS & MMS Employees Union Group `C` , Maharashtra Circle held from 30th January, 2017 to 2nd February, 2017 at Newzealand Hostel, Goregaon East Mumbai 400065 – Resolutions

Respected Sir,

           The 33rd Circle Conference of All India RMS & MMS Employees Union Group `C`, Maharashtra Circle held from 30th January, 2017 to 2nd February, 2017 adopted the following resolutions unanimously. I am hereby forwarding the resolutions for consideration and necessary action.

1     This CC resolved to request the Postal Administration to provide required facilities like good quality computers, Scanners, Printers and UPS in the CRC, Speed Post Hubs and Parcel Hubs so as to improve efficiency and to minimize the difficulties of the employees.

2     To settle all Rule 38 transfer and posting cases: This circle conference urges to the administration to finalize all rule 38 cases before allotment of candidates to all division. The staff who applied for the rule 38 cases i.e for husband and wife one station cases and another transfer cases who are from various regions of this circle but due to acute shortage of staff and non-recruitment the cases are not settled in the name of to maintain roster point. It is therefore arranging to prepare rule 38 transfer cases centrally and allot candidates to all regions/division at after finalization of rule 38 cases to maintain roster as well as fulfil the all vacancies for all division.

3     New recruitment may be done at the earliest in Maharashtra circle in all cadres of RMS and MMS  wing.


4     Restoration of BM3 to Sahyadri Express Train : CPMG Mumbai at a suo-moto without any discussion with any other authority and staff side has ordered to shift BM 3 section to the train Koyana Express w.e. from 01-10-2016, which is totally impracticable decision and against agreement with union 2012. There is no tangible benefits on shifting of this section either to the public mails or to the Department. Rather the it will delay the outgoing mails from Kolhapur to Sangli Dist , Satatra District, Pune TD And Pune District and Mumbai TD. Also Delay of inward mail from L1 hub Pune to all L2 offices of BM Division. Therefore restore BM3 Section to train Sahyadri Express instead of Koyana express.

5     The officiating arrangement in IP cadre is being managed with Sa cadre and it affect day to day functioning of operative offices hence posting of approved IPs may be done at the earliest at BM Division, Mitaj.

6     Restoration of set NO. 5 of Section BM-1  : BM section is having 5 sets prescribed but administration has curtailed one set without observing guidelines on the subject . it is therefore this CC has resolved that the set no. 5 of BM1 section restored at the earliest.

7     Building problem of Panaji Stg : 1. Provision of proper accommodation : After long time follow up administration has made extension to the building of Panaji Stg and constructed tin shed room .i.e. Iron pillars and all sides are covered with iron sheet, (no Brick wall) and the roof also of iron sheets which creates inconvenient. That the hot climate of Goa make the room into hot pot (though fans are provided) in rainy season rain drop falls on tiny roof and create very big noise and it is difficult to work in all seasons due to this uncomfortable accommodation provided to Panaji Sorting. 2.  Ladies Room of Panaji Sorting : One postal quarter is provided near the office building but it is our side the office, In mid night  set ladies could not find convenient  to go every time to outside room for the famine purpose or tiffine purpose because street lights goes off and there is fear of reptiles and dogs wandering in the premises. Hence it is a demand to make in the building of Panaji Stg. 3. It is therefore this CC is resolved that the new building having brick walls and proper roof may be provided/ constructed for Panaji Stg. Or  provide space in new building at Patto Panaji.

8     Supply of 40 seated Railway Bogies for R.M.S Sections in place of 20 seated. Railway Authorities are providing short space of 20 seated Handicapped bogies to R.MS Sections for carrying mails instead of 40 seated S.L.R bogies as required for. Consequent upon such non supply of adequate accommodation for carrying mails, misconnection of mails or non-loading of mails occurred very often and thus transhipment of public mails are suffered badly. Administration is urged to take up with the Railway authority to provide 40 seated SLR Bogies to the RMS Sections in the interest of quick disposal of public mails.

9      CC resolved to request to provide work material in RMS offices by replacing outdated wax seals, plastic bags and jutes and  also demands timely repair and maintenance of RMS buildings. Replacement of scaling wax: The wax presently under use for sealing wax caused health problems to the staff and destroying look and feel of the RMS offices. Kindly do the needful for the replacement of the wax by a suitable bag sealing system.

10  Supply of good quality of computer paper to RMS offices:

11  Child care leave should be granted to all ladies’ staff.  Not be refused on reason like Shortage of staff.

12  Provide separate Ladies rest room with basic amenities, tiffin room and Recreation club room to all mail offices in Maharashtra Circle.

13   This CC demands that all L-2 offices should be made as Intra –Circle Hubs to avoid back routing of SPCC articles.

14  Kalyan RMS at Thane may be restored at the earliest at Kalyan RMS Building or suitable place at Kalyan.

15   Cashless medical facility may be provided to all CGHS beneficiaries.
16  Adequate manpower of Group C and Supervisory posts as per norms may be provided for NSH Mumbai, MSH Pune and all other mail offices of Maharashtra Circle.

17  IFR norms may be fixed at C.O. level because now a days the staff of IFR is required to work more than 3 to 4 hours more than their regular duty hours. Hence norms may be fixed at the earliest.

18  Grant compensatory off against OT to all staff of Maharashtra Circle. The Compensatory off also be granted to all junior staff who are working on PO Holidays.

19   To Reduce the height of Sorting cases provided at CRC Mumbai and other mail offices in Maharashtra circle. Reintroduce old Sorting cases replacing the sorting cases arranged as per MNOP works.

20  The CC  strongly protest against the unscientific Norms introduced in the CRCs/SPCC and also request to stop the harassment in the name of new norms against the officials working in CRCs. Fix the output norms of CRC/NSH.

21  Re-fix the output of CED articles as per previous working of A Zone.

22  Strong protest to handover any part or parking of Pune RMS building to railway administration.

23  Pune Railway Station booking counter should be transferred to Postal wing till duty time may be reexamined and additional bulk mail booking counter should be opened with postal staff.  Toilet facility be provided in booking counter.

24  All MACP DPCs cleared at the earliest.

25  All Supervisory cadres, LSG, HSG-II and HSG-I may be filled up one time measures.

26  This CC has resolved that CO Mumbai is urged to make the action and enquiry against SRM L Division, Bhusawal who is misusing powers to victimization of office bearers by manipulated mind and unnecessary interfering union matters.

27  CC resolved to request Stop the move to dismantle MMS and outsourcing MMS Drivers, Fill up all vacant Posts of Drivers, Artisans Cleaners, AMM, Manager and Dy. Managers, Supply of Uniforms and sanction justified posts of Drivers and Artisans and replacement of condemned vehicles.

28  The post of Technical Manager MMS Pune and Nagpur should be filled up at the earliest.

29  Technical Posta Assistant is being given the work of P.A. he should be regularizing and to get the financial benefits of P.A./S/A. cadre.

30  New Toilet may be provided to MMS Pune.

31  Stop harassment of driver staff on the name of irregular and unlawful OT orders in MMS.

32  Allotment of staff quarters to MMS staff on seniority basis.

33  Tiffin time may be provided to all MMS schedules.

34  Rotational transfer inn respect of Deputy Manager and Assistant Manager may be observed at par with IP/ASP.

35  Spare parts may be provided to MMS to avoid poor maintenance due to non-availability of spare parts.

36  Stop harassment to mechanic staff by allotting duties of Incharge and driving for long distance  vehicles for break down.

नम्र निवेदन

नम्र निवेदन
माझ्या महाराष्ट्र सर्कल मधील तमाम प्रिय कॉम्रेडस ना
सस्नेह नमस्कार आणि लाल सलाम,

३३वे महाराष्ट्र सर्कल अधिवेशन मुंबई येथे एअर मेल सॅाटिंग डिविजन  तर्फे  दिमाखदार पद्धतीने पार पडले.  यामध्ये नवीन कार्यकारिणी निवडून आलेली आहे आणि मला आपण सर्वानुमते सर्कल सचिवाचा पदभार दिलात आणि विश्वास दाखवलात याबद्दल मी सर्वांचा आभारी आहे. संपूर्ण सर्कलच्या न्याय्य मागण्या , हक्क , अधिकार यासाठी मी माझ्या पूर्ण क्षमतेने सर्वोतोपरी प्रयत्न करील अर्थात  पण आता आपली सर्वांची जबाबदारी हि वाढली आहे. आपण जेव्हा संघटनेचे पद स्वीकारतो तेव्हा   आपण  काही गोष्टींचे पालन करायला हवे व आपल्या सभासदानाही तसे वागण्यास सांगायला हवे. उद :  आपल्या कामाच्या ठिकाणी वेळेवर हजर राहण्याचा प्रयत्न काटेकोरपणे पाळलाच पाहिजे. आपण रजा हवी असेल तर रीतसर अगोदर अर्ज करावा. अचानक तातडीची रजा हवी असेल तर त्वरित कार्यालयास कळवावे आपण आजारी असल्यास मेडिकल  प्रमाणपत्र कार्यालयास पोहचवण्याची व्यवस्था करावी. कोणत्याही परिस्थितीत आपल्या अनुपस्थिति बद्दल २४ तासांचे आत कार्यालयास कळवावे ओव्हरटाईम करण्याचे आदेश असतील तर त्याचे पालन करावे काही कारणाने शक्य नसेल तर असमर्थता कार्यालयास अथवा वरिष्टास लेखी कळवावी . काम करत असताना वरीष्टाचे आदेश पाळावेत  शक्यतो नाकारू नयेत पण जर आपल्या जबाबदारीपेक्षा वेगळे काम सांगितल्यास लेखी आदेशाचा आग्रह धरावा. नेहमी सरकारी कर्मचार्‍यांसाठी  असलेल्या नियमांचे पालन करावे. आपल्या खात्यांच्या वेळोवेळी नवीन नियमांची व घडामोडींची माहिती करून घ्यावी. संघटनेच्या विविध पातळीवरील अधिकारकक्षा व क्षमता जाणून घ्यावी. संघटनेच्या प्रत्येक आदेशाचे पालन करावे संघटनेच्या कामकाजाविषयी आपल्या सूचना व अभिप्राय द्यावेत. संघटनेच्या कार्यकर्त्यांचे व पदाधिकाऱ्यांचे  मनोबल व उत्साह  वाढविण्यासाठी  सदैव प्रयत्न करावा.. आपण अधिक संघटीतपणे , एकनिष्टपणे  राहून संघटनेची प्रतिमा जपली पाहिजे.  त्याचप्रमाणे आपल्या देशाच्या हितासाठी प्रामाणिकपणे काम करून खात्याची प्रतिष्ठा जपली पाहिजे.

प्रत्येक शाखा सचिवाने स्थानिक स्वरूपाचे काम स्वतः एच आर ओ अथवा एस आर ओ यांना भेटून करावे. तसेच विभागीय स्तरावरील समस्या लेखी स्वरुपात विभागीय सचिवास कळवाव्यात म्हणजे  त्या समस्या तो वरिष्ट अधिकाऱ्याकडे सोडवण्यास घेऊ शकतो. समस्या मांडताना शक्यतो त्यावरील उपाययोजनाही सुचवाव्यात म्हणजे  प्रश्न लवकर सुटण्यास मदत होते. विभागीय सचिवाने सदर समस्या प्रवर अधीक्षक अथवा अधिक्षकाकडे लेखी स्वरूपत घ्यावेत मासिक मिटींगला आपल्या शाखा सचिव तसेच सर्कल पदाधिकार्‍यास घेऊन जावे. जर प्रश्न विभागीय पातळीवर सुटला नाही तर तो आपण आपल्या रिजनल सचिवास द्विमासिक मिटींगसाठी घेण्यास सांगणे. रिजनल सचिवाने सदर प्रश्नाचा पाठपुरावा रिजनल पी.एम.जी. बरोबर घेऊन करावा व सादर मिटींगला  विभागीय सचिव अथवा इतर सर्कल पदाधिकार्‍यास घेऊन जावे. जर तो प्रश्न रिजनल स्तरावर न सुटल्यास तो फोर मंथली साठी आपण सर्कल सचिवाकडे रिजनल कार्यालयाचे उत्तरासह आणि उपाय योजनेसह सविस्तर लिहून कळवावा. तसेच आपत्कालीन परिस्थितीत कोणताही प्रश्न अथवा समस्या असल्यास आपण वरिष्ट अधीक्षक अथवा अधीक्षक अथवा रिजनल पी.एम.जी. यांचेकडे घ्यावा व त्याची एक प्रत आपण सर्कल सचिवास पाठवावी. आपण त्यासाठी पुढील ईमेल वर पत्राचार  करावा. arvindshivtare@gmail.com अथवा nfpemhr3@gmail.com  व लेखी स्वरुपात एक प्रत सर्कल सचिवास पाठवावी. नेहमी आपली वेबसाईट r3chq.blogspot.in,  nfpemhr3.blogspot.in तसेच nfpe.blogspot.in ला भेट द्यावी. आर. एम. एस. वर्कर चे नियमित वाचन करावे. सर्व शाखा सचिव , डिविजन सचिव यांनी आपले फोन नंबर सर्वासाठी उपलब्ध करावेत म्हणजे सर्व सभासद आपल्या समस्या आपल्या कडे मांडतील.  सर्व शाखा सचिव, विभागीय सचिव व सर्कल कार्यकारिणी सदस्य यांनी आपसात सलोख्याने राहावे व आपल्या मुळे संघटनेत कोणताही वाद निर्माण होऊ देऊ नये. विभागीय सचिवाने  सी.एच क्यु. , सर्कल तसेच शाखेचा कोटा वेळच्यावेळी अदा करावा त्यात विलंब करू नये कि ज्याने करू आर्थिक कारणाने संघटनेचे कामास बाधा येईल.  या सर्व गोष्टीं आपणास माहित आहेतच मी फक्त आपल्या पुढे प्रदर्शित केल्या आहेत. आपण नेहमीच संघटनेच्या सभासदांचे हिताचा विचार करायला हवा तसेच संघटना वाढीसाठी प्रयत्न करायला हवा व सभासदात संघटनेविषयी आपुलकी निर्माण व्हायला हवी.

आपण माझ्या सारख्या सर्वसामान्य कार्यकर्त्यावर जो विश्वास दाखवला आणि मोठी जबाबदारी पेलण्याची उमेद दिलीत. मी आणि सर्कल कार्यकारिणी तसेच आपण सर्व मिळून आपल्या सभासदांच्या शक्य त्या सर्व अपेक्षा पूर्ण करण्याचा प्रामाणिक प्रयत्न करू. मी आपणा सर्वांच्या सदैव ऋणात राहू इच्छितो आपल्या सहकार्याची अपेक्षा आहे.

REPORT OF 33RD CIRCLE CONFERENCE MAHARASHTRA CIRCLE

33rd circle conference of All India RMS and MMS Employees Union Gr C of Maharashtra Circle was held at New Zealand Hostel, Goregaon East, Mumbai 400065 from 31st January 2017 to 2nd February,2017 under the presidentship of Com. M A Hakke President.
National Flag was hoisted by Com. D K Rahate, President of AIPRA and Ex. President of NFPE and NFPE flag was hoisted by Com. Giri Raj Singh President NFPE and General Secretary R-III on 31st January, 2017 at 11.30 A.M.
Com. D K Rahate, President of AIPRA and Ex. President of NFPE inaugurated the open session on 31st January, 2017 and elaborately spoke on Government policies, FDI, NPS, 7th CPC, how to strength the organization of union and need of AIPRA and other issues. Com. Giri Raj Singhji President NFPE & General Secretary RIII addressed to open session on RMS/MMS, Postal and CG employees problems, CRC SPC Norms, OT Rates position of Cadre review Proposal for RMS and MMS Staff, 7th CPC, Allowance committee, MACP, Bench Mark, Deferred strike dated 11th July, 2016, impact of 2nd September Strike, Amendment of Bonus Act, and other issues and appealed to all mobilize rank file to participate  COC  agitational Programme and one day strike dated 16th March, 2017 called by confederation and make grand success. I P Shaikh President CHQ RIV attended to Subject committee on 1st February, 2017. Com. S M Sathe Circle Secretary addressed to Subject committee on 2nd February, 2017 and elaborately spoke on present development in the department, Shortage of Staff, Rule 38 cases, Outsourcing, vindictive attitude of administration towards union representatives, OTA Rates, Norms of CRC/ NSH/ Parcels, Filling up all LSG (NB), HSG-II, HSG-I posts at one time measures, To check possibilities for introduction of new examination to fill up all supervisory posts at per with Postmaster Grade Examinations to avoid vacant of posts, MACP promotion and attack on Postal/ RMS & MMS and other issues More than 300 delegates and Visitors attended the conference.
