05-08-2019, the Circle Working Committee (CWC) meeting of All India RMS and MMS
Employees Union Group C, Maharashtra
Circle is hereby notified under the provision of article -54 of the
constitution of union to be held from 9th

have the greatest pleasure to welcome all of you to this C.W.C. We met in our circle conference held at MLA
HOSTEL, Nagpur which was made the grand
success by the comrades of RMS F Division, Nagpur, Maharashtra Circle under the leadership of Com. Nilesh Alone,
Divisional Secretary, Com. Nitin Mankar Working
General Secretary, Com V H Tupkar Circle
Vice President, Com P U Khadse, Asstt. Circle Secretary and their team deserve every appreciation.
I
am very glad to present this brief report of our circle union activities on behalf
of CWC for your kind consideration.

Since
the last circle conference many of our leaders and activists passed away sh.
George Mthew Fernandes Ex Minister & MP died on 29 January, 2019. Com. S.K. YADAV aged 48 years SA DRMS expired
on 4.4.2019.
Sh.
Manohar Parikar Chief Minister of Goa from 14 March, 2017 until his death expired on 17 March, 2019 due
to pancreatic cancer. Com. P. bhagwan Nair Ex circle Secretary r-IV Kerala
Circle expired on 5 April, 2019, Sandeep Candelna Penlnka expired on 14.4.2019.

Arun Jaietly aged 66 years Ex finance Minister expired on 24.08.2019 Sh. Ram
Jethmalani twice Law Minister, Criminal lawyer, litigant and Parliamentarian
passed away on Sunday 8-9-2019. Com. Gurdas Das Gupta Leader CPI and G/S AITUC
expired in 31.10.2019 at Kolkata. T.N. Sesson ex EC. Expired on
11.11.2019. this CWC pays respectful
homage to them.
Many
soldiers sacrificed their lives for lives for our country and also coutinuing
laying down their lives in the recent terrorist activities on LOC by
Pakistan. This CWC pays respectful
homage and pray for peace to the departed soul.
Many
person were killed in train derailment during this period. This CWC conveys its condolences to the
bereaved family members who lost their dear & near ones.
This
CWC pays respectful to the workers, who have been murdered by Maoist and Trinmool Congress combine in West Bengal
and Tripura. More than 1100 Comrades working in various
organizations have been killed by them.
During
the period under review many personalities, valiant fighters for the cause of democratic values and leaders of
Working class passed away. Natural
calamities, flood in our State, (Kolhapur Samgli) Bihar, Assam, Kerala and other states more than thousand
people lost their lives. Many farmers,
Workers and other artisans committed suicide due to sever poverty during this
period.
This
CWC pays homage in the memory of these comrades, political leaders, innocent public and other known/unknown
leader, public personalities who died during this period.
3.
INTERNATIONAL ISSUES ( CWC DELHI): U.S imperialism continues its economic,
political and military interventions to establish its hegemony so as to
destabilize gov3erne=ments that stand up to it and esure a regime change in
various countries such as venezuala, Iran, Syria etc. It supports autocratic
and dictatorial regimes to suppress their people in sudan, Imperialist thousand, rendering hundreds of
thousands home less, driving them out to cross borders and seas in search of
shelter and livelihood. I continues to
promote Israeli aggression on Palestine.
It continues to use economic sanctions to cripple economies and arm twist coutries into
submission. China, Cuba, North Korea,
Venezuala, Iran continue to resitst and stand firm protect their right to self
determination and national soveregnity.
International
finaces capital across the world support the right wing forces,, socialist
China World’s second largest economy coutinue to compete with the USA in the
near future. All attempts by us
imperialism with the collaboration of submissive countries like India are turning out to be futile. China continues the
march ahead with its goeal of building a moderately prosperous society
realizing socialist modernization by 2035 –in 16 years from now. On this basis it aims to buildChina as a prosperous,
stron, democratic cculturally advanced and harmonious socialist country in
another 115 years by 2049 the centenary
year of tis liberation.
The
right wing forces continue to again ground
mainly due to the support of big corporate and the ruling classes.
People are in search of measures, the attacks on their hard won rights all over the world. Due to the relentless struggles against the
attacks on the livelihood of the people.
The people at large and the working people are in strong as neo –liberalism has failed, capitalism is
losing grounds. The idea of socialism in
gaining popularity among the mass of the people.
4.
NATIONAL ISSUES- (CWC DELHI ): the NDA II Govt. at the centre is in the
process of being much more aggressive in
pushing through the neoliberal economic poilcises. After assuming power at the centre after the
general election 100 days programme was set up for implementation. Dis investment of shares of public sector
companies to the tune of Rs ninety nine thousand crores was ordered. Most of the profit making companies are under
sever attack. Privatization fo these
companies have also been listed. The
Indian Railway is moving speedily for
privatization. New Delhi- Lucknow
Tejas Express has been taken over by them.
Another 150 profit making routes
are also under process through out the
country. Railway stations and core
sectors are under privatization mode.
Nationalised banks are merged to reduce it to 4 from 23, Ultimatley
privatization of Banks are the immediate task of the NDA Government. The BSNL and
MTNL are under merger and retirement package of enterity of
employees. Majority employees submitted applications
to voluntary retirement. The private and
corporate wants free from all liabilities before they purchase the
BSNL/MTNL. The Govt. retirement package
is according to fulfill the demand of corporate. The Govt. is reported to push through the
pro-employer Labour Law reforms with every thing being ready with it to place it in the parliament for amendment to the
existing labour laws according to the dictators of corporate. The Central Govt. is enthusiastic in further
expanding the free trade agreement exercise in general and the Asia wide Regional
comprehensive economic partnership (RCEP) in particular leading to further
liberalization of import with aggregate the situation. This has brought about wide spread protect
throughout the country which resulted in withdrawal of RCEP agreement
temporarily. The NDA Govt. which proved
its commitment to the big corporate and business houses, international finance and imperialism in its
previous stint by suppressing all voices of descent and attacking the basic
democratic right of the people can only be expected to the more aggressive and
brutal this time. The brute majority in
parliament along with the luke warm approach of the major opposition parties
towards neo-liberalism are weapons already in their hands through which the
government would search to suffocate and suppress democratic processes and
institutions more and more.
The
Union Budget presented in the Parliament on 5th July 2019
immediately after they assumed second inning the corporate masters both foreign
and domestic appreciated and welcomed the budget proposal as the budget ensure
bigger transfer of resources in favour of the rich and the corporate, extract and foot more viciously
from the mass of the common people. The
working class in particular who are actually create wealth of the country.
The
economy of the country has been slipping into continuous slow down with virtual
stagnation in employment generating investments in real economy consist
entirely increasing unemployment rate reaching above 7.4% in June 2019, pushing
employment rate in the country to a 45 year low, budget proposals have not bothered
to address any of the basic problem in a substantive way. The country is facing acute financial
crisis. The Govt. has achieved their
pressure by taking 1.76 lakh crore from RBI reserve fund. The Govt. is demanding further sum from
RBI. Due to the neoliberal policies
which are beneficial for the corporate the working class and the common people
are under sever social and financial crisis.
These has forced the working people to resort to agitational path. The Indian Central Trade Unions have jointly
decided to resist this onslaughts by
organizing national strike on 8th January 2020. All central Trade Unions, Independent express
their anger and anquish against the govt. anti people and anti-worker policies.

Strikes & Agitation Programmes
:
Call
given by Postal JCA and Confederation programmes including 29 th July, 2nd
August, 2019, 21 August 2019 Dharna infront of all Divisional Offices, 11th
September Dharana infront of Circle
Offices observed grate manner in Maharashtra Circle
Lunch time protest for Dearness allwance and
Bonus observed continuesely for one week in all over Maharashtra Circle.
Maharashtra
circle is ready to observe one day strike for SCRAP NEW PENSION AND RESTORE OLD
PENSION SCHEME and other demands.
8. Cadre restructuring: The Cadre Restructuring for Group -C Employees has
been signed by the Ministry and forwarded to DOPT for Final Approval on
13.05.2015. Till the date, the above cadre restricting is waited for finalization in
respect of RMS wing by finance ministry whereas
the cadre restructuring in respect of postal wing was finalized hence
resentment spread among the staff of RMS
Wing.
9.
Circle
Union Activities :
During this period of report
Circle union has made all efforts to solve
the problems and issues at their level best all Assistant Circle secretaries have taken burning issues at the regional level and the issues received from the
regional union as well as a divisional union for circle union all are taken
immediately with circle authority. The Circle secretary as and when required
meet with Chief PMG, APMG Staff, ADPS and APMG Mails and other authority to
solve the grievances of staff
Following issues communicated
to circle office for early settlement by the Circle
Union.
1. Regarding the settlement
of transfer under Rule 38 of P & T manual Volume IV.
2. Regarding
filling up supervisory posts in RMS Divisions : Constitution of DPC.
3. Postal Administration to provide required
facilities like good quality computers, Scanners, Printers and UPS in the CRC,
NSH/ICH and Parcel Hubs so as to improve efficiency and to minimize the
difficulties of the employees.
4.
Fill up all
HSG-1, HSG2 and LSG Norm-based posts in
Maharashtra Circle at the one-time
measure.
5. Fill up all vacant posts in all cadres of
RMS and MMS wing at the earliest in
Maharashtra circle. Adequate manpower of Group C and Supervisory posts as per
norms may be provided for all NSH, MBC and all other mail offices of
Maharashtra Circle.
6. Stop closing, Merging of RMS offices and sections.
7. Adequate funds may be provided for basic amenities to the offices shifted by the
administration.
8. Provide separate AAO for MMS Pune, IBC Fgn
Mumbai.
9. Make structural audit for Pune RMS Building
and APSO Inland and Shift office of HRO (Mails & Accounts) and offices at
APSO Building at a suitable place to save
the life of officials working in this
premises.
10. To settle all Rule 38 transfer and posting
cases: This circle conference urges the administration to finalize all rule 38
cases before allotment of candidates to all division for the year 2017. It is also brought
to notice that till the date some regions/divisions have not updated their
waiting list as per with applications done by the applicant hence some
discrepancies were observed in an order
issued under Rule 38. The staff who
applied for the rule 38 cases may be settled at the earliest. i.e for husband
and wife one station cases and other
transfer cases who are from various regions of this circle as per new
guidelines issued by the directorate.
11. Mail processed
at Mumbai point in NSH Mumbai, CRC Mumbai and Parcel set/1 may be Consigned by
sections instead of daily mail motor service which arriving too late at Nashik
RMS.
11.Revision cases of Head Record offices may
be taken in true spirit and at per actual work
load and working condition after implementation of SAP.
12.The separate establishment may be provided for MBC Agri
Pada and IBC Fgn, Mumbai
13.Restoration of BM3 to Sahyadri Express Train: The CPMG Mumbai at a suo-moto without any discussion with any other
authority and staff side have ordered to
shift BM 3 section to the train Koyana Express w.e. from 01-10-2016, which is
totally impracticable decision and against the agreement
with union 2012. There are no tangible benefits on shifting of this section
either to the public mails or to the Department. Rather it will delay the outgoing mails
from Kolhapur to Sangli Dist, Satara District, Pune TD And Pune District and
Mumbai TD. Also, Delay of inward mail
from L1 hub Pune to all L2 offices of BM Division. Therefore, restore BM3
Section to train Sahyadri Express instead of Koyana express.
14.Building problem of Panaji Stg: Panaji Sorting Office is only NSPC Hub, L1
Sorting office and CRC for entire Goa state. Heavy mail is being handled at this
office and good revenue also earned by BD at BPC Panaji, more than 35 officials
including ladies staff working in Panaji Sorting. But Panaji Sorting is shifted
room constructed in iron sheets (all side iron sheet and roof of the iron sheet) like motor garage, No separate
ladies room provided in the same office.
IN Goa the climate is too hot and it goes very difficult to work in tiny shed
rooms. As assured by previous PMG Goa,
the building is not constructed. Higher level officer like Secretary and
Parliamentary committees visited Panaji. We suggest to construct a proper building with a brick wall and RCC Roof building or shift office in a newly constructed building at Patto Bridge Near ST stand Panaji. This issue is pending for the last
10 years.
15.Supply of 40 seated Railway Bogies for
R.M.S Sections in place of 20 seated. Railway Authorities are providing short
space of 20 seated Handicapped bogies to R.MS Sections for carrying mails
instead of 40 seated S.L.R bogies as required for. Consequent upon such non supply of adequate accommodation for
carrying mails, misconnection of mails or
non-loading of mails occurred very often
and thus transhipment of public mails are
suffered badly. The administration is
urged to take up with the Railway authority to provide 40 seated SLR Bogies to
the RMS Sections in the interest of quick disposal of public mails.
16.To provide
work material in RMS offices by replacing outdated wax seals, plastic bags and jute. Replacement of scaling wax: The wax presently under use for sealing wax
caused health problems to the staff and destroying look and feel of the RMS
offices. Kindly do the needful for the replacement of the wax by a suitable bag
sealing system.
17.Supply of good quality of computer paper to
RMS offices:
18.Child care leave should be granted to all
ladies and single Gents staff. Not be
refused on reason like Shortage of staff.
19.Provide separate Ladies restroom with basic amenities, tiffin room and
Recreation club room to all mail offices in Maharashtra Circle.
20.All
L-2 offices should be made as Intra –Circle Hubs
and SPH to avoid back routing of SPCC and Parcel articles.
21.Kalyan RMS at Thane may be restored at the
earliest at Kalyan RMS Building or suitable place at Kalyan.
22.A cashless medical
facility may be provided
to all CGHS beneficiaries and Authorised Medical Attendant may be appointed at
all cities.
23.Restore HSG-1 Post for Solapur RMS/2.
24.Grant compensatory off against OT to all
staff of Maharashtra Circle. The Compensatory off also be granted to all staff
who are working on PO Holidays.
25.To
Reduce the height of Sorting cases provided at CRC Mumbai and other mail
offices in Maharashtra circle. Reintroduce
old Sorting cases replacing the sorting cases arranged as per MNOP works.
26.Strongly
protest against the unscientific Norms introduced in the CRCs/SPCC/PH and also
request to stop the harassment in the name of new norms against the officials
working in CRCs. Fix the output norms of CRC/NSH/PH.
27.The
adequate bandwidth and connectivity may be provided to all offices to avoid
slowness of working in CSI. On the day of maintenance by TCS, the mail offices may be kept close so as to available track and trace
facility. Kindly avoid utilization of passwords of regular employees by
outsiders on SAP/CSI. Provide separate system administration to all mail
offices. Solve all problems of pay roll out, HR and other operational issues top priority
basis.
28.All
BPCs, MBCs and Parcel Hubs may be brought under control of RMS administration.
29.All
MACP and DCC DPCs cleared at the earliest.
30.Provide
separate attendant at Pune Rest House.
31.Provide
electrical lift at Mumbai Rest House, timely Pest control termite and colouring may do
at the earliest otherwise shift Rest house at a suitable
place.
32.This
CC has resolved that L35 section and alternate night set of APSO Inland may be
restored at the earliest.
33.CC
resolved to request Stop the move to dismantle MMS and outsourcing MMS
Drivers, Fill up all vacant Posts of Drivers, Artisans Cleaners, AMM, Manager
and Dy. Managers, Supply of Uniforms and sanction justified posts of
Drivers and Artisans.
34.The
post of IMM Pune should be filled up at the earliest.
35.Technical
Postal Assistant is being given the work of P.A. he should be regularizing and
to get the financial benefits of P.A./S/A. cadre.
36.Stop
private contract vehicles for Mumbai – Pune- Mumbai, Mumbai- Nashik-Mumbai trip
and utilize departmental vehicle for the same.
37.Provide
separate MGMMT with all mail vehicles of
MMS Pune for exchange of mail.
38.
An Insurance of all MMS vehicles may be done at priority basis.
39.Provide
promotion system for MMS artisans as per
with driver cadre or suggested by the cadre
review committee.
40.Proper
training for BSIV CNG and other new vehicles may be given through manufacturer from time to time to artisans and
drivers.
41.DA
and suitable Off may be given to vehicles running between two cities.
42.Tiffin
time may be provided to all MMS schedules.
43.Regarding illegal recovery towards CGHS contribution
by divisional heads.
44.Regarding the settlement of transfer under Rule 38 of P &

10. Organization position/MEMBERSHIP VERIFICATION : Now a day’s our circle facing
the problem of shortage of manpower and
huge retirement affected our membership. Now we all try to convince and
motivate all new candidates for membership of our union and brought them into the mainstream
of workers unity. It is requested to all divisional branch secretaries and
office bearers make a special drive to collect declaration from all non
members, new members and the members who may be willing to join our union in
the membership modification to be held in the month of April, 2020. We hereby
appeal them to rejoin our mother union
and work together for the advancement of
workers unity.
11. NPS & Extension of Benefits of Retirement/ Gratuity and death Gratuity
to the C.G. Employees Covered by New defined contribution pension System (NPS
regarding Orders Issued By Dop & T).
Confederation of C. G. Employees and Workers have been continuously
fighting against pension reforms implemented by Govt in tune with neo liberal
policies demanding scrapping of the new pension System (NPS). Further we have been demanding that those
employees who are covered by NPS should be eligible for payment of death cum
retirement graduity to all NPS Employees.
Further the cabinet has also constituted a committee for streamlining
the implementation of NPS. We shall
present the remaining issues before that Committee. Scrapping of NPS is our main demand of 2
September , 2019 Strike and 16 march, 2017 one Day Strike. 2 days strike on 8
and 9 January 2019 and one day strike on 8-1-2020 no struggle will go in vain.
12. Circle Conference 2021: Comrades now the circle
is due in April- May 2021 and Our RMS BM
Division is going to be the host this
conference. We must cooperate them for
the grand success of the conference.
13. CONCLUSION:- We have to
strengthen our organization to resist the onslaught on the services and staff
due the new liberal economic policies pursued by the Gpvt. Under the dictates
of imperialist finance capitals. The
task of the working class today is to unify the working class and put up
resistance movement in order to protect the hard earned benefits and
facilities. We have to vigorously carry
out campaign and propaganda amongst employees for massive participation for all
programmes of sponsoring committee of Trade Unions, confederation of central
Govt. Employees and National platform of mass organization to all the attack on
services and staff which are to be resisted through relentless struggle and
strikes by uniting entirety of postal workers.
We have to
evolve concerned efforts to rally women workers in the forefront of the Union
activities thereby strengthening our organization more strong. We should also guard against communal,
castiest and other divisive force activities against dividing the working
class. On behalf of this CWC of our
Union we present this report for consideration and adoption. Due to a shortage
of staff in our department and anti-worker
policies of the administration, we have
to strengthen the struggle. In our RMS wing in spite of the anti-worker policies,
we have been able to make advancements through our unity and continuous
struggle. Now a new generation is
entering the department which is the
future of our nation. We appeal to a new
generation to take lead the organization being any hesitations and
demoralization. We shall carry forward the slogan “Unity for struggle and
struggle for unity.”
14. Finally, I
would like to place before this CWC that the circle union spared no efforts in discharging
its duties properly during this period. On behalf of it, I extend sincere thanks to all the members of our organization,
sister unions, our federation, the confederation, NJCA and all others who
stood behind us and extended Co-operation during this eventful period. . It is again proposed to prepare progress work
report of all Regional Circle Secretaries, organization Secretary and other
union office bearers for the period of Circle union and all requested to
prepare their activities report along with issues taken with regional level and
divisional level and present the same in next CWC/Circle conference. I appeal all of them to hold out the same cordiality to our
