Dear Sir,

            The constituent organizations of the National Council(JCM) are very much shocked to note the arbitrary decision taken by the Government to freeze the DA to Central Govt. Employees and Dearness Relief to the Central Govt. Pensioners up to 30/06/2021. Before taking such a major policy decision the Govt. has not bothered to consult the staff side of the NC(JCM) and without even hearing the views of the staff side, the decision taken especially on a policy matter which effects the wages of the employees and the pension of the senior citizens is against the spirit of the JCM scheme. The entire 48 lakh Central Govt. Employees (including Armed Forces Personnel) and the 65 lakh Pensioners are very much disappointed against the  most drastic decision taken by the Govt. against is own employees.

           The Central Govt. and State Govt. employees are the one who are playing their front line role in the fight against COVID-19 Virus, by taking all risk and working in the field exposing themselves without any sufficient Personal Protective Equipments. The Railway employees, Defence Civilian employees, Postal employees and all other Central Govt. employees have already contributed their one day wages to the PM-CARES Fund. The Ordnance Factory Employees have contributed their two days wages, In the Railways , Employees belonging to different categories are deployed for various activities such as PW Tracks, signaling, Electrical and Mechanical assests, running freight trains, parcels special trains, Transport essential goods etc. Almost all the Central Government Departments are involved in one or other activities during the entire lockdown period. The Ordnance Factory Employees are directly involved in manufacturing of various Protective Equipment required for the Doctors, Nurses & Health Care Workers and for other Civil Authorities. Ignoring all these contribution of the Govt. Employees, the Govt. is targeting them on the plea of “Crisis arising out of COVID-19”.  The Staff side of the National Council (JCM) is of the firm view that the 48 Lakh Central Govt. Employees (including Armed Forces Personnel) and 65 lakh Pensioners do not deserve such a treatment from the Government.

          A part from that many of all our affiliates of JCM Staff Side have contributed to PM-CARES Fund crors of rupees. As well as  they are providing shelter, Food, Transport etc to mitigate the problem of poor employees / workers who have lost their job and everything in this Lockdown.

           Moreover the freezing of DA will have a serious impact of the HRA of the Central Govt. employees. In accordance with 7th CPC recommendations and as approved  by the Govt. the HRA rates will be revised from 24% to 27% in “X”  cities, and from 16% to 18% in “Y” Cities and  8% to 9% in “Z” cities. The manner in which the price for the essential commodities are rocketing sky high, DA is expected to cross 25% from 01/07/2020 onwards. Since the DA is freezed the employees will loose this hike in the HRA also.


           You will appreciate that the Pensioners who are senior citizens are most vulnerable in the fight of the COVID-19 virus and any stoppage of DA in their case at this juncture is not an appreciable decision on the part of the Government.

           The decision of the Govt. has subjected the Central Govt. Employees and the Pensioners to unnecessary financial hardship and mental agony when they all are on the field fighting from the frontline against the spread of COVID-19 Virus through various official activities. Therefore we request you to convey our feelings to the Hon’ble Prime Minister and also our request to reconsider the above decision of the Govt. and withdraw the same, so as to motivate the Central Govt. employees to perform their responsibilities, especially in this crisis period.

Due to the prevailing situation arising out of lock-down due to COVID-19, the supply chain management of essential items in the country got disrupted as the passenger airlines, railways and state roadways stopped plying. Union Minister for Commmunications, Electronics& Information Technology and Law and Justice ,Shri Ravi Shankar Prasad while addressing the senior officers of the Department of Posts ,encouraged the department to think out of the box in the crisis period. As a result of this encouragement, the idea of starting a road network with the existing fleet of departmental vehicles, primarily used for intra- city delivery , was conceived and a National Road Transport Network  was designed with 22 long routes of over 500 km interspersed with 34 interstate/intra-state schedules touching over 75 cities across the country. This initiative will now ensure that there is a movement of essential items within the country as Department of Posts will be able to deliver parcels carrying essential items anywhere in the country.  
The Department of Posts has already taken a number of initiatives to ensure supplies of essential items including medicines , Covid- 19 testing kits, masks , sanitizers, PPEs and medical equipments including ventilators and defibrillators to all corners of the country. The Department has also been delivering cash at doorsteps specially of old , divyangjan , pensioners through Adhar enabled payment system. This National Road Transport Network is yet another initiative of the Department to reach out to people across the country. RJ/NG

SHRI SANJAY DHOTRE ASKS POSTAL DEPARTMENT TO CONTINUE THEIR UNTIRING EFFORTS FOR SERVING THE PEOPLE DURING COVID-19 CRISIS

OVER 15 LAKH AEPS TRANSACTIONS VALUED AT RS. 300 CRORES CARRIED OUT DURING LOCKDOWN PERIOD

The Minister of State for Communications and HRD, Shri Sanjay Dhotre reviewed the initiatives taken by   the Department of Posts during Covid-19 lockdown through a Video Conference. The Minister expressed satisfaction at the various measures undertaken and exhorted the Postal Department to exert itself to the utmost in the service of the Nation while observing all norms of social distancing.
Shri Sanjay Dhotre further said that many government departments may also be requiring to make use of the robust delivery system of Department of Posts and inter departmental coordination can offer new opportunity to Department of Posts. The Minister emphasized that the AePS should be widely popularized by the Postal Department and that Divisional heads of Postal Divisions may coordinate with District Collectors and State Administrations for doorstep delivery of cash.
          The Minister was informed that most of the Post Offices across the country except those in containment zone are functional and delivering services. Special priority is being given to delivery of essential items including medicines, COVID-19 test kits, masks, sanitizers, PPEs and medical equipment including ventilators and defibrillators.
 The Minister was informed that during the lockdown period till the 20th April 2020, around 1.8 Crore Post Office Saving Banks transactions with a value of Rs. 28000 Crores apart from IPPB transactions numbering 84 lakhs with a value of Rs. 2100 Crores have been carried out. Further, ATM transactions numbering 4.3 lakhs with a value of Rs. 135 Crores have been carried out across the country.
          Aadhaar enabled Payment Systems (AEPS) of India Post Payment Bank, enables withdrawal of money from accounts standing in any scheduled banks at the doorstep. 15 lakh AEPS transactions valued at Rs. 300 Crores have been carried out during this period. Around 52 lakhs Direct Benefit Transfer payments valued at Rs. 480 Crores have been made during the lockdown period. The Aadhaar enabled Payment System has been of great help to old, divyangjan and pensioners, apart from people living in rural areas.
 Shri Sanjay Dhotre was further apprised of special interstate and intra state mail arrangements made to deliver essential items to the customers. India Post has been using cargo flights, parcel trains and its own fleet of Red Mail Motor Vans and road transport networks to ensure timely delivery of essential items. All employees of the Department of Posts have been sensitized so that no one faces difficulty in sending and receiving medicines during lockdown. Several State Postal units like Gujarat, UP, Kerala, Maharashtra and West Bengal have entered into tie-ups with Indian Drug Manufacturers Association, Director General of Health Services, online pharmaceutical companies and suppliers of COVID-19 test kits.
The Minister was further informed about the Post Offices on wheels which are functioning in various parts of the country providing basic Postal services as per requirements. Food and dry rations are also being supplied to the less advantaged by the Postal Department through voluntary contributions and by partnering with NGOs and District administration to provide logistic services. Stitching of masks is being carried out by some Circles for distribution among Postal employees, Sanitation workers and general public.
The Minister was further apprised of the various individual initiatives taken up by some Circles. For instance, in Ratnagiri the Department is providing Mango farmers logistic services including pickup of mango produced from their farms and loading, transportation and unloading at destination points. In Karnataka the farmers have been provided facilities of booking mango boxes at Bangalore GPO for delivery within the city. All deliveries are being made within the time frame. On 17th April 2020, the Karnataka Circle of India Post launched ‘Anche Mitra’, a bilingual web application for the benefit of people who are unable to come out of their houses due to the lock down.
'         Dak Mitra' App developed by IT Team of Haryana Circle has been integrated with the Portal of Haryana Government launched by the Chief Minister of Haryana on 21st of April. The purpose of this portal is crowd management in Banks and it gives option to the people to get their money from Post Offices through AEPS. 310 requests were already received in this App. through this portal.

The Minister asked various Circles/ State units to widely disseminate the helpline numbers among the public so that they can avail the services easily. He concluded on the note that everyone especially the staff on the field must take all precautions like use of masks , sanitizers and social distancing norms and that the senior officers should endeavour to take care of the foot soldiers and keep them motivated. RJ/NG (Release ID: 1617729)

This has reference to your communication cited above. In this regard, it is requested to please refer this union communication dated 13-03- 2020,     20-03-2020, 22-03-2020 and 28-03-2020 wherein this union has demanded some welfare issues towards preventive measures and transport facility for staff to attend duty. 

Your honour is well aware that the Mumbai and Pune are declared as Red Zone for COVID-19 and most of the area is declared as contentment area for Coronavirus and sealed by the local authority to curb out increasing cases day by day.

The staff is residing away from the office of posting and required to utilize the Local railway or Public transport like BEST and provided by other authority. Due to lockdown and curfew, there is no sufficient transportation available to staff who wish to attend duty. The BEST bushes were marked RESERVED could not allow to staff except Police, Medical and other without proper passes or there are limited seats available. Hence this union has demanded transport facility from residence to workplace and back along with curfew passes. There is another problem faced by the staff who attended duty by making requests and other things while return journey. After your honours appeal some divisional secretaries approached the respective divisional head for the same but divisional heads instead of making a transport arrangement directed to resume duty with own aim or by BSET by observing self-distancing whereas they are working from home or from their office cabin.

It is learnt that SRM Mumbai Sorting has taken some initiatives last week for the arrangement of transport facility for the staff of Mumbai RMS we appreciate for the same and requested to please ask other divisional head to take steps accordingly so as to staff can attend duty with keeping social distancing.

The staff residing nearby the office has also afraid to attend duty for want of proper preventive measures for the safety of staff. This union has demanded provision of Hand wash, Sanitizers, Soap, Masks, hand Gloves etc to the staff deployed on duty with ensuring of Cleanliness, hygiene and sanitation of offices.  In this regard, it was brought to notice of your honour that some divisional heads are ignored the guidelines given by the directorate and issued orders that the staff attending the duty can purchase sanitizers or Mask worth Rs. 200 one time measures during this lockout period. It is not understood why the administration side is depressed towards the welfare of staff. There are no precautions were taken for sanitation of mail offices, mail van, MMS vehicles hence staff feels insecure to discharge their duty.

1.  It is, therefore, requested to please arrange special transport facility to exclusively for staff working in RMS division for following a route from residence to workplace and back by hiring BEST or any other private transport so as to attend their duties by observing social distancing.

b. From Badlapur Kalyan Thane  Sion to Airmail Sorting Division  & Back               (Because staff residing at Badlapur Kalyan Thane required to change three stops to reach the workplace i.e. APSO Premises)
c. From Mira Road, Parel to Mumbai GPO  & Back (For the staff of Central Sorting,  Mumbai Sorting Division & MMS)
d. From Badlapur Kalyan Thane  Sion, Parel to Mumbai GPO  & Back (For the staff of  Central Sorting, Mumbai Sorting Division & MMS)

2. Following precautions to be taken at workplaces.
         a. Sanitizer tunnel should be established at APSO premises and Mumbai GPO premises.
         b. Sanitizers, Hand wash, Mask to be provided to staff working mail offices.
         c. Two pairs of disposable hand gloves please supplied.
         d. Thermal scanning and temperature screening may be arranged.
e. All Mail offices/Mail Vans should be sanitized between two shifts.

3. No salary should be held over in the name of absentee during the period of lockdown and settled after normalization of the situation.

4. Duty should be drafted as per the required workload and proper roster should be maintained.

5. Avoid forcefully drafting duty in respect of officials who residing at contentment zone.

6. All leave under relaxed CCS Leave Rule 1972 i.e. Commuted leave without medical leave may please be sanctioned.

7. PwD staff (DIWYANGA), the officials having a medical history and the staff who have children below 5 years should be exempted for attendance of duty.

8. Wages/Salary of all staff including outsiders who unable to attend duty should be drawn for the period of lockdown.

9. Withdraw notices issued under rule 56 of disaster management act 2005, if any.

10. Issue Police/Curfew pass to all RMS staff.

11. The divisional head/Superintendents/ APSOs on duty may remain present or make frequent visits at mail offices during the working hours instead of staying at inspection quarters or their office cabin.

Your honour is again requested to please establish control room and monitor daily for welfare measures provided by the divisional head or otherwise to staff attended for duty.  It is once again brought to notice of your honour that this union has not denied for attendance for duty as essential service but only demanded welfare /preventive measures and transport facility to the staff of RMS. We shall remain highly thankful for favourable action by your kind honour.

Delivery of Medicines through Speed Post

Minister of Communications, Law & IT Sh. Ravi Shankar Prasad, has instructed Secretary Posts to ensure that delivery of medicines through Speed Post is given the highest priority during lockdown. He has further directed that all employees of Department of Posts are sensitised so that no one should face difficulty in receiving or sending medicines during lockdown. The entire postal network across the country has been galvanised for the purpose. Intra state and interstate mail arrangements have been made for the purpose. The iconic red mail vans and Road Transport Networks are rendering yeoman Service in point to point delivery of essential medicines, Covid 19 testing kits, medical equipment including ventilators. Mail arrangements are also being made with operating cargo flights and special parcel trains to ensure timely delivery. Thousands of tones of medicines and medical equipment is being delivered in tie ups with Indian Drug Manufacturers Association, Directorate General of Health Services and online pharmaceutical companies. Postal officers and employees are working round the clock across the country to ensure timely delivery of medicines at doorsteps of hospitals and individual customers.

Respected sir,

          This is in continuation of this union letter even  Dated 13-03-2020, 20-03-2020 and 22-03-2020 and other development as above.

This union has received various complaints regarding the pressurisation to a staff of RMS to resume duty without considering the ground reality or the without adopting any welfare measures. While ordering the duties to staff the administration has neglected to welfare measure to be given the staff.

Your honour is well aware that the condition of Mumbai and Pune is very critical due to spreading of Coronavirus and imposing curfew under section 144 and lockdown up to 14th April 2020 as per appeal of Honorable Prime Minister.

The staff is unable to attend their duty due to non-availability of transportation due to lockdown and shutdown of Local trains as well as public transport provided by the Municipal or state authority.  Even though the staff wishes to attend duty but they could not do the same due to total shutdown the same. Moreover, the administration has pressurised to staff to attend duty by adopting various tactics like appeal,  threatening of action, withheld of payment treating absence due to lockdown from duty as absent or non granting of leave. The recently new amendment was received that the staff who are above 50 years can be applied for commuted leave without medical certificates for self-quarantine but it is learnt that some authority has denied for grant the leave for the same. In this regard, your honours kind attention is invited on the para No. 4 of letter of directorate dated 25 & 26th March 2020 that  (i) In a place where transportation problem being faced by the staff, the appropriate arrangement will be made by using inspection vehicles, staff Car and hiring of vehicles. (ii) The state government can also be approached for facilitating the transport.  Instead of making a transport arrangement the administration directed to resume duty with own aim by observing self-distancing where as they are working from home.

It is also brought to notice of your honour that even though as per guidelines from directorate for the issue of curfew passes from concerned State/Local administration to all RMS/Postal and outsourced staff but no initiatives taken by the administration side. 

While issuing guidelines the directorate has directed that Hand  Sanitizers, Soap, Masks, hand Gloves etc  May be provided to the staff deployed on duty. Cleanliness, hygiene and sanitation of offices will also be ensured. Directed to keep social distance between a counter clerk and customers along with the provision of soap and water outside of the office for the customer. In this regard, it is brought to notice of your honour that some divisional heads are ignored the guidelines given by the directorate and issued orders that the staff attending the duty can purchase sanitizers or Mask worth Rs. 200 one time measures during this lockout period. There is no any steps are taken for sanitation of RMS offices or Post offices by the administration side. Where Central Government has issued insurance policy of RS. 20 Lakh to 50 Lakh in respects of staff working in this disaster management system and our divisional heads were states that staff can spend rs. 200 one time measure means they can not take any responsibility for the safety of their staff. It is not understood why the administration side is depressed towards the welfare of staff.

Since the staff could not attend their duty due to non-availability transport system, not allowing by police authority also it is not possible to staff working in the mail offices to keep safe distancing due to nature of work of post offices and RMS offices totally different and there is teamwork is required to be done for disposal of mail. There are no precautions were taken for sanitation of mail offices, mail van, MMS vehicles hence staff feels insecure to discharge their duty. Your honour is requested to please provide transportation facility, proper safety of staff by the provision of sanitizers, hand gloves, masks to staff and sanitation of mail offices. It is also learnt that MMS service will be runned between two states or two districts. The willingness of driver with escort and  care of other welfare measures may be please taken for long distance MMS service.

The administration is being forced to semi skill workers, Coolies and College students to perform duty and they are performing duties due to their unemployment and fear of loss of a job. It is our responsibility for the security of their life also.  We are ready for discharge our duty towards social responsibility and as per appeal of our honourable Secretary Posts but the welfare issue as per directions of WHO and DOPT, Curfew pass form Police authority and transportation issue may please solve. We are ready for work as an essential service department but it should be ensured to provide essential preventive infrastructure to the staff. We should be ready for war against CORONA but will enter the battlefield without weapons. Honourable Prime Minister has appealed for lockdown for 21 days for the safety of people and breaks the chain of corona but inviting staff of Postal and RMS for duty will increase the same and it will be the responsibility of administration if any casualty arises due to non taken proper care of staff.

We, therefore, request your kind honour by both hands folded to take care of your staff and life their family members and issue instructions to all divisional heads not to pressurise the staff to attend duty their own aim and keeping self-distancing otherwise provide transportation facility and take all precautions towards coronavirus to save the life of your staff. I shall remain highly thankful to you for favourable action by your kind honour.
