Regarding the request for relocation mail exchange at the mail exchange centre (Nagpur GPO) from the Butibori trans-shipment centre.

Sub: Regarding the request for relocation mail exchange at the mail exchange centre (Nagpur GPO) from the Butibori trans-shipment centre.

This is in continuation of this union letter dated 16.07.2023, regarding the request to defer the proposal of shifting mail exchange from the existing mail exchange centre to the Butibori trans-shipment centre.

 

It has been brought to notice of this union that the administration has shifted that mail exchange centre, Nagpur GPO to the Butibori trans-shipment centre without considering the suggestions given by the local union as well as circle union. This union highly condemns the move of the administration for ignorance of the justified demands of the staff side.

 

Your honour may please consider the following issues raised by the staff union and relocate the transhipment centre at Nagpur GPO Premises.

  • Even though the area of the Butibori Transshipment Centre is 6875.75 sq. ft., the transshipment centre is established or divided into two floors, and the existing temporary shade at Nagpur GPO is about 5000 sq. ft. At the time of the heavy workload, the existing space became short to keep mail until the arrival of the next RTN for loading or consignment of mail.
  • It is not understood how the department is of the opinion that about 3000 bags can be accommodated in the small operative space on the ground floor established for the shelter of mail and dispatch for zones attached to AIRTNs. Whether the department is going to keep mail on the first floor or otherwise, it is not clear what arrangements have been made for the conveyance of mail from the ground floor to the first floor and then again from the first floor to the ground floor. Can the rehandling of mail in this situation be protected from any damages of public mail or otherwise? Whether there is saving of manpower towards conveyance of mail or manpower will increase due to rehandling?
  • Nagpur is the centre of India, and mail from Mumbai, Delhi, Kolkata, and Bangalore is being exchanged at Nagpur. Since the implementation of the RTN policy, work at R'TN Nagpur point is increasing day by day, and mail has to be cleared on the same day without any pendency. It is also the responsibility of our department to ensure the safety of public mail from natural calamities like heavy rain, unseasonal rain, storms, and traffic problems that always delay RTN vehicles. We also keep the excessive mail left over until the next arrival of RTNs or mail arrangements. The existing space of the Butibori Transhipment Centre could not manage the workload , for smooth functioning of RTN work at Butibori, about 10,000 square feet of continuous building area in addition to sufficient space for conveyance of RTN vehicles are required,
  • The project is totally new, and there is a need to redeploy staff to manage the work, but the staff establishment is not yet decided by the department, and it is highly impossible to manage the work from the HRO office, which is situated in Nagpur GPO, and the transshipment centre, which is 35 km away from the record office.

·       The justified manpower (1 HSG-1, 3LSG, 18 SA, and 51 MTS) are required to be posted for the individual functioning of Transshipment centre. But no separate establishment is being identified for the same.

  • At Nagpur GPO points, if the flow of mail is increased, then said mail can be dispatched through other modes like the RMS section, air, or extra engagement of the MMS schedule, but if the work of RTN is shifted to Butibori, the same cannot be done.
  • It was suggested by the local union that the Butibori building may be used for any other departmental project, and a suitable transshipment ship centre may please be developed at Nagpur GPO premises.

This union is not opposing any move to expand the business of the department, but in order to ensure the efficient and effective operation of mail exchange throughout India, it is requested that shifting of mail exchange from the current mail exchange centre to the Butibori trans-shipment centre be reviewed and relocated to Nagpur GPO premises for safety, security, and speedy dispatch of public mail. We would greatly appreciate a response to this.

Respected sir,

          This is regarding the request for filling up of vacant posts in the HSG-II cadre from the general line as well as the accounts line.

Your Honour is well aware that our circle has an acute shortage of HSG-I and HSG-II due to the non-availability of incumbents, and work is being managed by the LSG officials or the senior most officials from the SA cadre

The directorate has now given permission to fill up the posts of HSG-II cadre by relaxing the rulings on the subject. It has brought to notice of this union that there are eligible LSG (NB) officials from the accounts line who are available to fill the posts of HSG-II cadre who have completed the minimum requirement of service required for the HSG-II posts, and HSG-II posts in all HROs have remained vacant for a long time and are waiting for filling up and being manned from the acoountants or the staff from mail offices..

Due to vacancies at HROs in the Maharashtra Circle, suitable LSG (NB) personnel from the account line are not only deprived of the chance to progress to HSG-II, but they are also deprived of the chance to advance to higher cadres. They are treated unfairly by this. This union is aware of no restriction on the promotion of accounts line (LSG (NB)) candidates to HSG-II cadre. Why our circle is not holding the DPC accountable for selecting LSG (NB) officials who meet the qualifications to fill HSG-II positions is a mystery. If you need any clarification regarding filling HSG-II vacancies in HROs from eligible LSG (NB) accounts line, please get in touch with the directorate; nevertheless, please do not mistreat the eligible staff.

 

 

Your Honour is requested to convey the DPC for promotion in HSG-II cadre for smooth funtioning of administrative work of DDOs offices as well as mail offices. I will be eternally grateful to you for doing the needful. Your positive response in this regard would be greatly appreciated.

Subject: - Regarding proposal of re-organization of sections in train number 12779/80 (Delhi Goa Express): unwarranted proposal of merger of L6 with MP 33 Section.

 

Respected Sir,

This is in continuation of this union communication dated March 14, 2024, on the subject cited above. It has been learned that the MP circle has given a conditional positive reply for the merger of the L6 section with the MP33 section without considering the nature of work on the subject. While giving positive reply from above Circle they have given reason that there is suffficinet rest will be available at Rest House Pune by ignoring the continuous working capacity of human being. The continuous working on running section more than 14 hours in inhumane and against the physical capacity as well as against nature.

 

It has been learned that the MP Circle has demanded that 6 SAs, 3 Mail Guards, and 6 MTS be redeployed from the RMS L Division, Bhusawal, to the MP Circle for the same. In this regard, it is brought to your attention that the RMS L Division is facing an acute shortage of manpower after the implementation of One India, One Parcel and the increased mail volume of premier products like Speed Post and BNPL in the Aurangabad region. A proposal for the redeployment of staff to the Aurangabad RMS to cope with the workload is pending at the Circle office for administrative approval. If we need manpower for the smooth functioning of mail offices at L Division Bhusawal, then it is unfair to redeploy the manpower to another circle when our circle needs manpower for the smooth functioning of mail offices in our circle.

In this regard, Your Honours kind attendance is invited on the proposal moved by this union in previous communication dated March 14, 2024 that “it is suggested that the sectional beat from Bhusawal to Bhopal and vice versa can be attached to the RMS ‘L’ Division section with a direct beat from Bhusawal to Bhopal in 3-sets by the introduction of a new section in place of MP-33 with a proper arrangement of a rest house and other facilities at Bhopal. In the recent scenario, 3-Stg. Asst. of L-12 section is declared surplus because it is declared as MG Set by discontinuation of L-33 section. Therefore, the staff of HRO, RMS ‘L’ Division, is ready to run the sections from Bhusawal to Bhopal in 3-sets, for which posts are already available with the establishment of this division.”

If the above proposal is implemented, then our circle will fully monitor and keep a vigil watch on the section without any disturbance. Only staff will be exchanged at Bhusawal Point, and there is no need to redeploy staff from MP Circle to our Circle, and there is no need for the merger of the L-6 section with MP-33 (MP Division, Bhopal). The staff of L Division will run the section from Bhopal to Bhusawal to Pune and vice versa, with an arrangement for staff exchange at Bhusawal. It is also beneficial to keep vigilant watch as well as mail monitoring within a circle instead of depending on other circles to solve any further complications regarding changes in mail arrangements and public complaints, if any.

The staff sides strongly condemn and oppose the merger of sections over Goa Nizamuddin Express and over the sectional route of Maharashtra Circle to MP Circle, as well as the redeployment of any staff from L Division when our circle is needed for the smooth functioning of mail offices in our circle. We are ready to run the above section through the staff of RMS L Division with an arrangement  of staff exchange at Bhusawal Point without redeployment of staff from MP Circle.

Since the directorate has invited comments and feedback from the Circle office on the above proposal for the merger of sections L6 into MP33, Your Honour is requested to consider the proposal given by this union to run the section by the staff of RMS L Division from Bhopal to Busawal to Pune and vice versa with exchange the staff at Bhusawal point and convey the say of the staff side at the appropriate level to avoid resentment among the staff and maintain a peaceful atmosphere in Maharashtra Circle.
