Regarding filling up supervisory posts in RMS Divisions

No. NFPE/MH/RIII/Supervisory Posts/RMS/23/2020-21  Date: 05-10-2020

To,

Hon. Shri H C Agarwal (IPoS)

Chief Postmaster General,

          Maharashtra Circle,

          Mumbai 400001

Sub: Regarding filling up supervisory posts in RMS Divisions

Respected sir,

This is in continuation of this union correspondence even no. dated 18-06-2018,11-02-2018, 07-10-2019  & 24-06-2020 and kindly recall your honours assurance in four monthly meetings. This union has several times brought to notice that there are a number of supervisory posts i.e. LSG (NB), HSG-II and HSG-I cadre in RMS divisions laying vacant for want of filling up by DPC.

Due to voluntary retirement, superannuation retirement and non-acceptance supervisory posts due to promoted officials posted other than their own parent division or parent regions the supervisory posts are vacant since a long time.  The time scale sorting Assistants are required to shoulder responsibility in supervisory posts due to non-availability norm base supervisors in LSG (NB), HSG-II and HSG-I cadre (i.e Vacancy position = LSG NB = 116, HSG2=26 & HSG-I =25) and unnecessary burden of workload increase to existing available SA manpower due to a shortfall in SA cadre and accurate vacancy could not be reflected while declaring a vacancy for recruitment also affected on rule 38 transfer cases.

It is observed that from last year promotion and posting orders in respect of supervisory cadres in the postal wing is being issued several times but no any order issued in RMS wing. The ad hoc appointment orders in officer cadre were issued from time to time by the circle office. So, we think that RMS is wing always neglected by the administration side and staff of RMS deprived of the promotion.

Your honour is requested to look into the matter and fill up all supervisory posts in all cadres LSG (NB), HSG-II and HSG-I cadre in one-time measures for smooth functioning and to avoid burden in Sorting Assistants and recruitment in SA cadre I shall remain highly thankful for your honour for doing the needful.

With warm regards.

Yours sincerely,
