Subject: Amendment to the investment Guidelines (Applicable to Scheme CG, Scheme SG, Corporate CG and NPS Lite schemes of NPS and Atal Pension Yojana)

Reference is invited to the Investment Guidelines for NPS Schemes (Scheme CG, Scheme SG, Corporate CG and NPS Lite schemes of NPS and Atal Pension Yojana) dated 3rd June 2015 issued vide circular no. PERDA/2015/16/PFM/7, the Change in Investment guidelines for NPS schemes W.r.t. Investment in equity Mutual funds vide circular no. PERDA/2018/56/PF/2 dated 20th August 2018 and Revised rating criteria for investments under NPS Schemes vide circular No. PERDA/2018/02/PF/02 dated 08.05.2018. The changes hereunder shall apply only to Scheme CG, Scheme SG, Corporate CG and NPS Lite schemes of NPS and Atal Pension Yojana.

2. In order to provide flexibility to the Pension Funds to improve the scheme performance depending upon the market conditions, it has been decided to increase the cap on Government Securities & related investments and Short term debt instruments & related investments by 5% each.

3. The asset class wise revised caps on the various asset classes are as under:

4.The other terms and conditions as mentioned in the circular PERDA/2015/16/PFM/7 dated 03.06.2015, circular no. PERDA/2018/56/PF/2 dated 20th August 2018 and circular No. PFRDA/2018/02/PF/02 dated 08.05.2018 shall remain the same.

5. This circular is issued in exercise of powers of the Authority under sub-clause (b) of the sub-section (2) of section 14 of Pension Fund Regulatory and Development Authority Act, 2013 read with regulation 14 and 43 of PFRDA (Pension Fund) Regulation, 2015.

6. This would be effective from 01.04.2019.

Regarding illegal recovery towards CGHS contribution by divisional heads.

Sub: Regarding illegal recovery towards CGHS contribution by divisional heads.

Respected sir,

          This union has brought to notice regarding unauthorized recovery towards CGHS contribution in respect of officials residing beyond prescribed area covered by CGHS i.e. Wellness centre Ambernath.

          In this regard, your honours kind attention is invited GOI MOHFW, Directorate of CGHS No. C14012/02/2018/CHGS-III/DIR dated 06th April 2018 regarding clarification regarding demarcation of CGHS covered areas under CGHS Wellness centre. Vide the clarification under reference it is clarified that “The coverage of CGHS shall limited to the areas within 5 km (approx.) radius of the CGHS wellness centre, in all CGHS covered cities, where such demarcation was not specified.”

          The serving Central government employees residing outside the CGHS area s shall be covered under CS (MA) Rules. However, in all CGHS covered cities the serving Central government employees residing within Municipal limits in the city, shall be given a onetime choice to opt for CGHS (instead of CS(MA) Rules) from the nearest CGHS wellness Centre. It is brought to notice of your honour that all divisional heads/DDOs are being compulsorily deducting CGHS contributions in respect of the officials who residing the beyond the prescribed limit of CGHS covered area/wellness centre Ambernath where CS(MA) facility available.

It is therefore requested to please give instructions to all divisional head/DDOs to stop illegal recovery towards CGHS contributions in respect of officials who not residing in CGHS area/Wellness centre Ambernath. I shall remain highly thankful to you for doing the needful.

Regarding constitution of review DPCs for MACP as per clarification received from directorate for consideration of “Good’’ remark prior 25-07-2016 for MACP promotion.

Sub: Regarding constitution of review DPCs for MACP as per clarification received from directorate for consideration of “Good’’ remark prior 25-07-2016 for MACP promotion.
Ref : Directorate no. 7-8/2016-PCC (Pt) dated 13-03-2019

Respected sir,

This is regarding clarification issued by the directorate on applicability of “Very Good” bench mark for financial up gradation under MACPS and consideration of “Good” benchmark for previous years before 25.07.2016.

In this regard, it is brought to notice of your honour that there is several cases for denial of MACPs for want of “Good” benchmark for previous years before 25.07.2016. In some regions MACPS withdrawn from the officials who are not secured “Very Good” benchmark prior to 25.07.2016. Now directorate has given clarification on the subject and clarified that “Good” benchmark for previous years before 25.07.2016 may be considered for MACPS promotion.

We urge upon you to kindly look into the matter and direct all concerned to implement the clarification issued by the directorate in true spirit and constitute the review DPCs for MACPS immediately and allow MACPS promotions to all officials who deprived from the promotion for want of “Very GOOD” bench mark prior to 25.07.2016 and also restore the MACPS in respect of those officials having whose MACPS promotion was withdrawn for want of “Very Good” benchmark prior to 25.07.2016.
