CGHS – PERMISSION FOR INVESTIGATIONS/TREATMENT PROCEDURES

No Permission is required for getting listed Investigations/ Treatment Procedures done at the CGHS empanelled Diagnostic Centres/Hospitals, if prescribed by CGHS Medical Officer/ CMO Incharge or Government Hospital specialist.

Listed Investigations/Treatment Procedures prescribed by a specialist of empanelled hospital need to be endorsed by the referring CGHS Medical Officer/ CMO Incharge, however permission is not required in this case also.

For unlisted Investigations/Treatment Procedures permission is required from the AD of the City/Zone in case of pensioners and Head of Department/Office in case of serving employees. However for pensioners of Autonomous bodies the permission is to be given by the concerned department only.

Procedure for getting the investigations done by an empanelled Diagnostic centre/Hospital

The following documents are required to be submitted:
1. Self attested copy of prescription of CGHS Doctor / Government specialist
2. Copy of CGHS Card of the patient and main card holder.
3. Original Prescription and Original Cards are to be produced at the centre for verification.

Investigation can be done within 14 days of the advice only.

Procedure for getting for any treatment procedure done at an empanelled hospital
The following documents are required:
1. Self attested copy of prescription of CGHS Doctor / Government specialist
2. Copy of CGHS Card of the patient and main card holder.
3. Original Prescription and Original Cards are to be produced at the centre for verification.

Treatment procedures can be done within 3 months of the advice only.

RESOLUTION ADOPTED FROM FIVE DAYS RELAY DHARNA( 12.02.2018 to 16.02.2018) AT MEGHDOOT BHAWAN, NEW DELHI

RESOLUTION ADOPTED FROM FIVE DAYS RELAY DHARNA( 12.02.2018 to 16.02.2018) AT MEGHDOOT BHAWAN, NEW DELHI 

This mammoth 5 days’ Relay Dharna held at Chief PMG office, Meghdoot Bhawan, New Delhi notes with gravest concern that the Postal Administration has gradually become apathetic and inconsiderate towards the genuine grievances of postal employees including GDS/Part time/DRMs. Negotiating forums have been made defunct. Periodical meetings are not being held since long. Even JCM departmental council meeting has not been held since last one year. The Department of Posts is bringing about serious changes in its operation, functioning and launching new services. We are also supporting such changes for ensuring prompt services to people and there by existence of our department. But in our opinion all are being done unilaterally and in a hasty manner without caring the least even for the recommended infrastructure and training. The views of staff of our department, which is the actual resource represented by this Federation and also other legitimate bodies are completely neglected, denied of.

In recent years right from Branch/Division to All India we have conducted a series of agitation programs followed by All India Strike on 23rd August 2017 to express our grievances and also to attract the attention of administration in the interest of services along with the burning issues of staff side. But unfortunately we are feeling that the Postal Administration of different tiers are paying no heed to our genuine protest, rather refusing to start dialogues with the staff side. Even at present our Trade Union rights like grant of special casual leave, leave to attend union meetings and program are also drastically denied of. As a whole, the legitimacy of the staff side is being humiliated every day and purposefully organization is being made insignificant. Sometimes it looks like declaring an administrative war against its own staff and staff representatives.

This august platform still does not believe in conflicts as it would only frustrate the noble purpose of public service rendered by India Post. All ways from our side are still open for dialogue and cooperation. In this background we think for our existence it would be wise if Postal Administration comes forward and starts effective discussions to utilize the potency of the Postal employees taking them into confidence rather than treating as hurdles. With this hope this continuous demonstration demands immediate restoration of all round dialogues with the staff side at all tiers and bringing back all forum into effect. At all India level this dialogue should immediately be started on our 15 Points Charter of Demands (Copy enclosed). Already we have backed by the walls. So if present ongoing pains, miseries of staff and ignorance to staff side still are continued or intensified, the situation will compel the entire postal employees to resort to start wider form of trade union action including Indefinite Strike, for which the Administration will be solely responsible.

Clarification regarding benchmark for MACP after 25.07.2016

Subject: Clarification regarding benchmark for placement under MACP in respect of the official who are due for placement in MACP after 25.07.2016.


 


Sir,
I am directed to refer to Maharashtra Circle’s letter no. STA/MACPs/Bench Mark/2017 dated & 12.2.2017 on the subject cited above and to say that ‘Promotion’ and ‘Modified Assured Career Progression Scheme’ (MACP) are two different matters. The first involves higher duties & responsibilities while latter don’t.


 


2.For MACP, DOP&T has issued instruction vide OM No. 35034/3/2015-Estt(D) dated 28.09.2016, accordingly to which the prescribed benchmark would be ‘Very Good’ for all posts and it will come into effect from 25.07.2016. The communication DOP&T has already been circulated by Estt. Division of the Directorate vide letter no. 7-8/2016-PCC dated 5.10.2016 (Copy enclosed)


 


3.For promotion, Personnel Division vide letter no. 20-24/2016-SPB-II dated 13.02.2017 has clarified to follow instructions contained DOPT’s OM No. 35034/7/97-Estt(D) dated 8.02.2002 until further clarification is issued by DOPT or Department of Posts.

OUR DHARNA PROGRAMME FROM 12TH TO 16TH FEBRUARY 2018 WILL CONTINUE

A meeting on 15 points charter of demands was held in the chamber of Sri Tilak Dey, Addl D.G. (Post) Dak Bhawan, New Delhi . Sri Shailender Dashora DDG(SR), Smt Daisy Warla, Director(SR) and Sri R.S Mawar, A.D.G(SR) were present from Administrative side. From NFPE,  Coms. R.N. Parashar S/G – NFPE & G/S - P-III, Giriraj Singh President NFPE & G/S-R-III, Vikram Shah, G/S P-IV, S.B Yadav G/S- Postal Accounts and Virendra Tiwari G/S-SBCO participated in the meeting.
          A detailed discussion took place on all agenda items.
          But there is no fruitful result.
Therefore our Dharna Programme from 12th to 16th feb 2018 will continue.

Respected Sir,

Following items are hereby submitted for the four-monthly meeting of February-2018 for discussion.

Items:
1. Regarding reduction of height of an uneven size sorting cases and provision of standard size sorting cases to Mail offices for sort out the mail.
Union Brief : This is regarding reduction of height of an uneven size sorting cases and provision of standard size sorting cases to Mail offices in Maharashtra Circle for sort out the mail.
In this regard, it is brought to notice of your honour that the Sorting cases of an uneven size having six feet height in ‘C’ shape are provided to mail offices and staff members are insisted to sort out the ordinary as well as registered mail with the prescribed output. The chairs provided with above sorting cases are useless for sorting work. The staff members having average height especially ladies staff facing hardship while working on these sorting cases and speed of sorting cannot be maintained. Due to maintaining the speed of sorting cases the staff does not use chairs or by using they could not sort the mail efficiently. Due to this type of work, the staff is now facing various problems relating to spondylosis and spinal problems. Some ladies staff has taken the decision of voluntary retirement also. While discussing the solution on this issue the staff has suggested that at least height of sorting cases may be reduced by one foot they are ready to sort out 9 to 10 selections more than prescribed, if their demand of reduction height of sorting cases granted and it could be helpful to the department for reducing resorting of mail at level 2 sorting. 
The said issue was raised in last circle conference also and resolution as detailed below was sent to C.O. Mumbai for implementation vides this union letter dated 11-02-2017 and 20-06-2017. ’’ To Reduce the height of Sorting cases provided at mail offices i.e. CRCs, NSHs , BPCs and MBCs in Maharashtra circle.”

Your honour is requested to please visit mail office personally to see the fact and issue instructions to all divisional head to reduce the height of sorting cases for the smooth functioning of mail offices.

2. Discrepancies for grant for MACP Promotion in Maharashtra Circle.

Union Brief :      After implementation of Seventh pay commission  has revised bench mark Very Good  of APAR grading for MACP promotion w.e.from 25-07-2016 vide Do P&T OM No. 35034/3/2015 Estt (D) dated 28-09-2016,  whereas prior that Good bench mark is sufficient for MACP Promotion.  DO P& T  vide no. 1211382/2016/CR dated 08-12-2016 has clarified on benchmark for promotion that the instructions /guidelines issued by this department are generally prospective in nature which was communicated to all Chief PMG vide no. 20-45/2016-SPB-II dated 1st February, 2016 accordingly some regions has approved  MACP promotions to all officials who are obtained Good benchmark prior to 25-07-2016 and then Very Good. It is therefore requested to please issue instructions to all regions to follow the above instructions while granting MACP promotions to all officials who are deprived from MACP promotion for want of Very good bench mark prior to 25-07-2016 i.e. before introduction of seventh CPC.

1. Regarding grant of CSMA  (AMA) facility and introduce multi specialty hospitals for medical facilities for postal employees working in all cities of Maharashtra Circle
Union Brief: In this regard it is stated AMA facility is not available at various cities in Maharashtra Circle. Due to non available authorized medical attendant and Mulity speciality hospitals our staff is deprived from medical faciclities and required to take medical treatment to them and their dependent at private hospitals/ civil hospitals where all medical facilities are not available. Due to non availability of AMAs there are also not getting medical leave and other treatment for want of referedcne to diagnosis the various deseases.. You honour is requested to please do needful empanelment of AMAs and multi specialty hospitals at all cities of Maharashtra and Goa circle for welfare of staff.
