XXXV Biennial Circle Conference of

All India RMS & MMS Employees Union Gr. `C`, Maharashtra & Goa Circle

 

NOTICE

   It is hereby notified under the provision of article -54 of the constitution of All India RMS & MMS Employees union Gr ‘C’ that the XXXV Biennial Circle Conference of All India RMS & MMS Employees Union Gr. `C` will be held from 8th April 2021 to 10th April 2021 at Panhala, Dist Kolhapur  416201 by observing covid-19 protocol under the presidentship of Com. M A Hakke.

 

   The Circle Working Committee Meeting to be held on 7th April 2021 and succeeded at the Conference venue for which no separate notice will be issued. The agenda of the Circle Working Committee will comprise the agenda of the Circle Conference as notified. All circle union office bearers and Divisional Secretaries should reach the venue before 15.00 Hrs. on 7th April 2021 positively. All Branch Secretaries and elected delegates should reach the venue before 9.00 Hrs on 8th April 2021 positively. Accommodation for the delegates has been arranged near to the Conference venue. Food will be supplied at the Conference Venue.

 

     The provisions of articles 16 (a), 48, 92 and 93 of the Constitution shall be strictly followed while electing delegates for the Circle conference. The number of delegates should be restricted according to the recent amendment of the provision of Article 48 of the constitution.

        

Subject to modifications, as may be done by the CWC and the Agenda of the Conference will be as follows:

AGENDA

1.      Adoption of the Biennial report from January 2019 to March 2021.

2.      Adoption of the Audited Statement of Accounts for the year January 2019 to March 2021

2.        (A) C.G. Emp. Problems:

1. Scrapping of New Pension Scheme.

2. Privatization, Downsizing, Outsourcing of Government functions.

3.  Withdrawal of CGHS / Health Insurance Scheme

4. Removal of cap on compassionate appointments.

          (B) Postal , RMS Problems:

1.   Privatization and outsourcing of Postal functions.

2.    Exempt Department of Posts from the purview of reduction of staff strength.

3.   Fill up all vacant posts in all cadres.

4.   Filling of the post of GDS in RMS

5.   Review of MACPS

6.   Implementation of agreement on Strike Charter of Demands.

7.    Compassionate appointments.

8.    Regularization of RTP services.

9.    Vindictive action and victimizations

10.          Administrative attack on Trade Unions.

11.          Technology development, Modernization and Mail NetWork Optimization programme & Parcel Network Optimization programme.

12.          Discussion on issues after implementation of CSI and PNOP in RMS

13.          Abolition of RMS Offices, Sections, Divisions, ROs, Transit Sections, TMOs, Night sets and to set one Mail  Office in a Revenue District and creation of NSPCS Hubs, L-1, L-2, First Class Mail Hubs, EPH, Parcel Hubs.

14.          Filling up of all vacant posts of group `C`, `D`, LSG, HSG-II and HSG- I, PSS group `B` from General    Line including residual vacancies Proper assessment of workload and sanction of justified staff.

15.          Processing of mails and other premium products in RMS

16.          Diversion of all preliminary sorting work from Post Office to RMS.

17.          Proper and justified accommodation in Transit Sections.

18.          Improvement of working conditions and the environment in RMS offices. NSH, PH & CRC functioning. Computerization in HROs/DOs and TMOs.

19.          Repair and maintenance of RMS Buildings, Shifting of mail offices

20.          Staff & Operational Problems pre and post COVID -19 pandemic (lock & Unlock).

21.          Review of the Road Transport Network.

22.          Cadre Review in RMS & MMS

23.          Revision of OTA and OSA Rates

                 (C) MMS Problems:

1.         Privatization of MMS

2.         Functioning of RTN and Private RTN

3.         Supply of New Vehicles. & Replacement of condemned Vehicles.

4.         Curtailment of Schedules.

5.         Supply of Spare Parts, Tools, equipment’s.

6.         Filling up of all vacant posts in all Cadres. Provision of mail Peons/Guards to the Drivers.

7.         Cadre Review in MMS.

8.         MACP and Other Promotions of Artisan Staff  &  MMS Drivers.

9.         Insurance of Mail Motor Vehicles.

                  3.        Assessment and Review:

1.   Operational problems.

2.   Confederation and PJCA, RMS JCA Charter of Demands and review programme and future course of action. Review and settlement of Strike Charter of Demands called by Postal JCA.

3.   Confederation and NFPE programme including Review of strike dated 8th January 2020 & 26th November 2020, Dharna  programme dated 29th July 2019, 11.09.2019, 20.10.2020 (bonus demand day), 19.11.2020 at Circle office, Dharna Programme at Divisional level dated 02.8.2019, 7.10.2020, 06.11.2020, 19.11.2020 & 12.10.2020

4.   RCM functions.

5.   Organizational position at all levels.

6.   Re-verification of Membership.

7.   Adoption of Resolution – resolution to be typed neatly, item wise and to the point.
