Sub: Regarding the proposal of the Punjab circle for discontiniuation of the RMS sectins in
certaing trains

sir,
This has reference to communication from directorate regarding
proposal circle for discontinuation of the RMS sections in certain trains. This
union is hereby highly protesting the illogical proposal of the Punjab circle
for discontinuation of the RMS sections in certain trains.
In this
regard kindly refer this union letter no. NFPE/MH/RIII/RESUMPTION/L1-L1A &
L19 SECTION/ 34/2020-21 Dtd 04-12-2020 regarding request for
resumption of section on Punjab mail which connected with seven states and earlier
L19/MP1/X1/D1 sections were functioning on Punjab Mail. In this regard, it is
brought to notice of your honour that MP
Circle is being booking mails through Parcel trains and Dropped at Nagpur , Jalgaon RMS & Bhusawal
RMS. UP, Delhi, Haryana , Punjab, J&K and Uttaranchal circle from Mumbai
Central TMO and the average mail traffic
is about 900 bags. Earlier, the mail for that route was consigned through
Pathankot Express and Punjab Mail and functioning in 90 seater & 40 seater
boggies before lockdown.
Same situations belong to sections running on
Amritsar Mumbai Golden Temple mail which is connected with eight states where
Haryana, UP, Delhi, Rajsthan, MP, Gujrat and Maharashtra connected with railway
network and Dadar Express is connected
with Punjab Haryana Delhi, UP, MP & Maharashtra. These sections running are
effectively done transmission of postal mail and necessary for speedy disposal
of public mail and are operating on major trunk routes passing through several
circles and operated by various circles. The para No. 3 of the directorate letter
is also most important that operation of sections on trains except Punjab
circle is not wise decision and required to pay the charges for that beat even
though the sections not functioned on that beat as there is necessity of
functioning of sections in the interest of speedy transmission of public mail.
It is also not feasible to
department to run the RTN all over India due to its operative limitations and
limitations of transmission/loading & unloading of mail for each and every
destination at per sections. During the lockdown period, there was no traffic hence RTN runs smoothly
but in peak hours and rainy season MMS schedules will be delayed which will be
resulted in a delay in public mail. RTN will surely be affected by traffic and
other environmental factors whereas trains are running as per scheduled time
whereas the railways are maintaining the scheduled time daily and there is a
guarantee of conveyance of public mail in a specific period and loading and
unloading of mail each and every stations.
As
regards the flexible timing of RTNs, how it is expected that RTN will carry
cent per cent mail with delivery advantages of 24/48 hours of booking of
articles. While considering the time table, how RTN may be run after processing
of all mail for Maharashtra and other sections. Some time should be required to
fix because the RTN will be run from one destination to another destination and
finally reach last destinations means there is no surety of connection of all
mail without fixing time table of RTN schedule and time table is not assumed on
RTN will run at flexible time and reach the destination on scheduled time it is
unrealistic and chances of delay of public mail. The sections are essential to
cope up of work since there is no guarantee of daily maintenance of scheduled
time table by RTN and delivery
advantages of public mail for postal circles other than Punjab Circle and mail
for Punjab Circle from other postal circles. Punjab circle is small postal
circle can manage the mail transmission but it is not possible to other postal
circles. It is not known what strategy of Punjab circle for transmission of
their mail in respect of West Bengal Circle, Maharashtra Circle, Jammu Kashmir
circle, Gujrat Circle, HP circle or
other circles? Whether they will start RTN from their circles to all circles of
postal network or otherwise?
It is, therefore,
requested to please take proper steps for the favour of dropping the proposal
of closure or discontinuations of three sections under reference to save RMS
offices situated at Railway stations and in the interest of speedy transmission
of public mail of Maharashtra Circle.

remain highly thankful to your kind honour for doing the needful to stop
forcefully closure/discontinuation of RMS/ Transit sections suggested by Punjab
circle.
