Regarding clearance of probation period & issuance of confirmation order in time

Sub: - Regarding clearance of probation period & issuance of confirmation order in time.

 

Respected sir,

 

            This is regarding the clearance of the probation period and issuance of confirmation order in time. This union has brought to notice that various divisional heads are not adhering instructions regarding issuance of confirmation orders after completion of probation period of two years by the candidates.

          In this regard, your honours kind attention is invited on Para 2 of MOC, DOP No. 60-3/2013-SPB-I dated 08-07-2013 “ As per the Recruitment Rules for the post of Postal Assistant/Sorting Assistant, notified on 3rd November 2011, the period is same  i.e. two years but the provision of examination has been discontinued and clearance of probation period is to be decided by the Departmental Promotion Committee (DPC).” Subsequently, the department has issued instructions vide no. 37-47/2010-SPB-I dated 16-04-2015 & 22-03-2017 regarding confirmation through Departmental Confirmation Committee (DCC) in respect of PA /SA cadre.

          In this regard, it is again kindly referred Master Circular on probation /Confirmation in Central Services issued by the DOP&T vide No. 28020/3/2018-Estt. (C) dated 11th March 2019 for all cadres wherein mentioned that “the date from which confirmation should be given effect is the date following the date of satisfactory completion of the prescribed period of probation or the extended period of probation, as the case may be. The decision to confirm the probation, as the case may be should be communicated to the probationer normally within 6 to 8 weeks. Probation should not be extended for more than a year and, in circumstance, an employee should be kept on probation for more than double the normal prescribed period of probation. The officer will be deemed to have successfully completed the probation period if no order confirming, discharging or reverting the officer is issued within eight weeks after expiry of double the normal period of prescribed probation.’’

          It is observed that divisional heads are not taking guidelines on the subject seriously for clearance of probation period and issuance confirmation order in time by constituting DCC. Due to non-constitution of DCC in time, the officials are required to face various problems regarding the settlement of Rule 38 cases, Housing loan from Financial institutions and other service-related matters. 

Your honour is requested please look into the matter personally and ask all regional PMsG,  to issue suitable instructions for the timely constitution of DCC for clearance of probation period towards issuance of confirmation order in respect of all cadres to all  Divisional head and MMS Divisions under their jurisdictions. I shall remain highly thankful to you for doing the needful.
