section from CSMT Mumbai to Kolhapur
& Kolhapur to CSMT Mumbai on
(11029-11030 ) Special train (Earlier Koyna Express)
Respected sir,
This
is regarding the request introduction of BM3 section from CSMT Mumbai to
Kolhapur & Kolhapur to CSMT Mumbai on (11029-11030 ) Special train ( Earlier Koyna Express. The train
was suspended by the railway due to nationwide lockdown (Covid 19 Pandemic) and
the sections running on both trains were discontinued and now reintroduced as
special trains.
Since from last few months the train
Koyana Express No.11029-11030 between Kolhapur–Mumbai-Kolhapur is restarted
after Pandemic Covid-19 period. But the Postal Department is not initiating
action to resume the BM-3 RMS transit section attached to this Koyna Express
train. Hence Divisional Union has taken item with Division authority of the RMS
“BM” Division in the monthly meeting of Dec.2020. It was replied that issue
will be taken with higher authority (R.O. Panaji) but till no any fruitful
reply received from any authority.
There is need of early resumption of this BM-3
section for following few reasons. The present tentative mail arrangement of
RTN Mumbai-Belgaum-Mumbai is not useful and delay to the mails occurring, in
addition there were lot of mail discrepancies due to which Kolhapur RMS &
Miraj RMS are facing lot of problems. There is unnecessary double handling of
mails at Kolhapur RMS and work of Kolhapur RMS is disturbed. It also affect the
functioning of other mail-offices especially Miraj PH. After Nov. 20 resumption
of acceptance of second class mails and also the posting & booking of all
kinds of mails are increases. Therefore RTN MMS could not carry all mails and
often special extra MMS trip were called for the pending bags.
Secondly the
transit norms of mails could not maintained and the normal time factor of
mail’s transit has been exceeded. The sensitive mails like Speed Post
of ICH Kolhapur RMS, ICH Miraj RMS, ICH Satara stg meant to Mumbai &
other circles causing delay & these mails have to keep in deposit till late
evening, as the return journey timing of RTN 117 is late in evening due to
which all kinds of mails reaches in Pune & Mumbai in late night and could
not disposed of in same night in Mumbai and even if mails opened it might not
dispatch to Mumbai delivery offices before the schedule time of MMS Mumbai. The
departure time as per schedule from Kolhapur 17.00 hrs with reaching point of
Mumbai is 3.00 hrs but the schedule is being running late for one two hrs. As per schedule time is cluster
clear that mail posted at Kolhapur district could not be dispatched same day it
may be kept deposit till next day or up to 15.30 hrs (Maharashtra express) and
it affected KPI of Pune Region.
Likewise the mails
receiving in Mumbai NSH/PH from other circle meant for Satara, Sangli &
Kolhapur Dist could not fully despatched by Mumbai as RTN from Mumbai started
at late night or there is no direct section except RTN (Mumbai Belgavi). Thus
the purpose for which BM-3 section was shifted by C.O. Mumbai is defeated (As
on the recommendation of VC committee at Directorate level in 2016, the BM-3
section was shifted from Sahydari Express train No. 10023/24 to Koyana
Express). For smooth functioning of Kolhapur RMS, Miraj RMS, Satara Stg the
resumption of RMS transit BM-3 section is a need. It will also helpful for
other sectional staff like BM-2 section (Mail-guard section & due to
non-available of MG, the MTS are booked as MG) which is getting abnormal heavy
mails and the MTS staff of BM-2 section are under pressure of work. If BM-3
section may resumed all these sensitive other circle mails will be dispatched
at 08.50 from CST Mumbai for Kolhapur RMS, Miraj RMS, Satara stg. The BM-3
section will be helpful to Satara PH & Miraj PH as maximum Parcel bags
& Speed bags from Pune/Mumbai may reach in time (at Miraj RMS at 19.05 hrs)
and Therefore resumption of RMS transit BM-3 section is necessary to minimize
the transit norms.
Your
honour is requested to please take up issue with appropriate authority and reintroduce
the BM3 section from Mumbai – Kolhapur & Kolhapur to Mumbai on Special
trains (Earlier Koyna Express) at the earliest in the interest of speedy
transmission of public mail especially posted at Mumbai & Pune for Goa
Region. My union will remain highly thankful to your kind honour for doing the
