Request for preponement of date of appointment in respect of Sorting Assistants
recruited against vacancies of the year 2009 & 2010 onwards.

sir,
This
union has brought to notice that there are discrepancies in the date of
appointments in respect of Sorting assistant recruited against vacancies of the
year 2009 & 2010 onwards due to non-implementation of orders in true spirit
by concerned appointing authorities.
In
this regard your honours kind attention is invited on GOI, MOC&IT, DOP No.
60-9/2010-SPB-I dated 10-11-2010 wherein mentioned that on completion of
pre-appointment formalities in respect of the candidates they may straight away
be issued offer of appointment by the circles. The issues raised by the various
circles were clarified by directorate vide no.60-9/2010-SPB-I dated
30-12-2010. It is also clarified in
clarification addressed to CO Mumbai by directorate vide no. 60-9/2010-SPB-I
dated 03-03-2011 that the from the date of joining all candidates will be
entitled to regular pay and allowances in the relevant pay band. It is further
clarified that for the sake of uniformality the candidates during training in
PTC would be entitled to regular pay and allowances in the relevant pay band
irrespective of the fact whether they are deputed direct for the training or
after they join pending training by PTC.
In
this regard, it is brought to notice of your honour that some divisional
heads/appointing authorities in our circle have not adhered the guidelines of
the directorate in true spirit. Your
honour is well aware that SDSA scheme and RTP scheme was already discontinued
by our department. Even though they have completed the pre-appointment
formalities, but the services of candidates have been irregularly utilized as
SDSA or on daily wages basis and the appointment orders issued at the time of
deputation to induction training at PTC or issued only after receipt
clarification dated 03-03-2011. Hence the candidates were deprived of service
seniority in circle level, MACP promotion as well as facing financial loss in
entire service. Therefore, it is requested to give suitable instructions to all
divisional heads/appointing authorities for rectifying the issue one time
measure and issue revised orders of preponement of date of appointment with
retrospective effect from the date of completion of pre-appointment
formalities.
