Respected sir,
This
has reference to directorate proposal for amendment for the recruitment rules
for post of Driver (Grade
1, Grade 2 and Grade 3). In
this regard directorate has invited comments and recommendations from all
circle heads by 05-10-2019.
In this regard, it is to state that the Directorate has
prepared the draft proposal for amendment for the
recruitment rules for post
of Driver (Grade 1, Grade 2 and Grade 3) as per instructions contained in
DOP&T No. AB-14017/61/2008-Estt.(RR) dated 13-10-2015 where as it is
observed that the recruitment rule for SPECIAL GRADE introduced vide No. 43019/54/96-Estt(D) dated 15-02-2001
not included in recruitment rules. As per directions of DOP&T No.
43019/54/96-Estt (D) dated 13th February, 2002 and AB-14017/10/2014-Estt.(RR) (3104937)dated
04-10-2014 (Model Recruitment rule for staff car driver)the grade structure is
as under.

It is observed that the 5 % promotion
as a special grade is not mentioned in the new proposed recruitment rules for the
post of drivers. There are more than 10 drivers working in department of posts
hence promotion in special grade should be given to drivers working in
department of Posts. It should be incorporated as special grade for driver in
Pay band 2 Rs. 9300-34800 Grade Pay Rs. 4200 (Pay matrix level 6).
It is also requested to add Senior
Manager/ Manager as One of the member of Promotion committee as a technical
hand.

kindly look into the matter and convey the above issue with directorate level
before amendment of recruitment rules for drivers. I shall remain highly
