Subject: Regarding preventive
measures to contain the spread of coronavirus COVID-19-Functioning of Post/Mail
Offices and services provided during the lockdown: The request for precautions
towards COVID-19 & restoration of roster duty at RMS F Division
Respected Sir,
This union has brought to notice that
roaster duty at RNS F Division has been discontinued by the SRM RMS F Division,
Nagpur without consulting with the staff union and actual workload available.
It is to bring your kind notice, that
SRM ‘F’ Division Nagpur has issued order with the approval from RO Nagpur to
function all offices of RMS F Division with normal working hours with 100%
staff w.e.f. 22.06.2020. It seems that,
RMS F Division is the only one division in the Nagpur Region for doing office
work safely to the staff during this pandemic period. There is no need to panic
because of the Coronavirus and the administration of RMS F Division is ready to
take responsibility for the employees and their family members if any mishap
occurs.
As per the direction of the
Directorate, the roster was being maintained and the work of the division was
running smoothly during this time of crises. Immediately D.O.RMS has issued
order to withdraw the roster system and to post 100% staff in all RMS offices
without discussing the staff side union members. This decision is against the
directions of Directorate and guidelines issued by the Circle office vide
letter dated 19.05.2020.
Nagpur city is under Red zone and
lockdown period is declared by Central & State Government up-to 30.06.2020.
Day by day, cases of Coronavirus are enhancing speedily. Therefore, in the
current situation, such a decision would endanger the health of RMS employees.
Secondly, it does not support the guidelines issued by Ministry of Health and
Family welfare on 04.06.2020 which is endorsed by DOPT and DOP for
implementation in Government offices on preventive measures to contain spread
of COVID-19.
Further, the District Collectors are
not permitted to move in the cities comes under Vidarbha Region from 21.00 to
05.00 hours and sets of different offices were terminated near about 23.15
hours. So curfew passes should be provided to all employees/outsider coolies
who will/have working in mail offices/Sections.
The newly revised guidelines on the
measures to be taken w.e.f. 01st June 2020 for containment of
COVID-19 in the Nagpur City Limits for easing of Restrictions of Phase wise
opening of lockdown (MISSION BEGIN AGAIN) till 30th June 2020 issued
by the Nagpur Municipal corporation, Nagpur (Municipal Commissioner Officer)
vide Order No. MC/86/2020 Dated 01.06.2020; specifically, mention under
Annexure-II; Point no. Vii, that Govt office at 15% strength or 15 persons
whichever is higher.
Since all the Postal divisions
including Regional office is a function with a skeleton staff, then making a
single RMS division operational with 100% staff is highly improper and this
move is likely to jeopardise the health of the staff during the Pandemic.
It is therefore requested to kindly
give suitable instructions to Postmaster General, Nagpur Region to restore the
roster with 50% staff till the date of lockdown period declared by the Central
and State Government. Union and staff of the RMS will always cooperate with the
administration to serve the people at the best level.
