Request of restoration of L26/ F-28 Section runs on Sewagram Superfast Express (Nagpur to CSMT Train No. 10140 and CSMT to Nagpur train No. 10139)– regarding

Sub: Request of restoration of L26/ F-28 Section runs on Sewagram Superfast Express (Nagpur to CSMT Train No. 10140 and CSMT to Nagpur train No. 10139)– regarding

Respected sir,

This is regarding restoration of F-28 Section/L26 Section on Nagpur to CSMT (Sewagram Superfast Express 10140) and CSMT to Nagpur (Sewagram Super fast Express 10139).

Now our department has issued citizen’s Charter of Department ensuring timely delivery of public mail with prescribed time limit including delivery of article within 72 hours from the booking of article to delivery of article. To fulfill the assurance of our department has making various changes in mail arrangement including thinking of shifting or closing of mail offices.  In this regard this union has brought to notice of your honour that there is only one solution for timely delivry of articles booked and processed in Nagpur Region and Aurngabad Region that restoration of F 28 Section on sewagram Express which was earlier running between Dadar to Nagpur  and Nagpur to Dadar and  now extended up to CSMT. In this regard deatailed proposal is hereby submitted for honours perusal.

A.    The Benefits mail arrangement of Nagpur Region by restoration of L26 section on Sewagram Express from Mumbai CST to Bhusawal and Bhusawal to Mumbai CSMT  are as under.

                     It is submitted that, restoration of F-28 section is essential in the interest of public mail at RMS ‘F’ Dn.  like Nagpur RMS,  Akola RMS, Amravati RMS, Chandrpaur Sorting, Yeotmal sorting, Malkapur Stg and Wardha RMS.  Earlier F-28 Section run in Nagpur-Dadar Sewagram Express as it dispatches mails on the same day, presently all public mails including speed post at Nagpur point are delayed for 1 day.  Hence the restoration of F-28 Section is very vital for public mail
Regarding the above, we are submit following points for kind consideration and favourable action.
  1. The departure time of F-28 Out section form Nagpur station is 20.50 hrs.  Hence maximum mails Nagpur RMS Set/2, NSH Nagpur, PH Nagpur, BPC Nagpur and mail received from other SMO’s dispatched through F-28 section on the same day.

  1. Nagpur station is an originating station of F-28 Out section.  Hence all mails are easily loaded for onward transmission within available time.

  1. Nagpur RMS receives major receipt of mail from Nagpur TSOs from 14.00 Hrs to 1900 Hrs continuously and peak time for receipt of mails of Nagpur RMS is 18.00 to 19.00 Hrs.  At that time, it is not possible to dispatch mail through F-25 Out section which runs in Howrah-Ahmadabad express which arrives at 19.00 hrs and depart at 19.10 Hrs.  If we try to dispatch mail though F-25 Out section, at least 1 hour before the arrival of train, Nagpur RMS and other offices should start closing so that the mail can be handed over to MA Nagpur/2 for further disposal. 

  1. The process of receipt and dispatch of mails between 18.00 to 19.00 hrs is being disturb the functioning of Nagpur RMS/2 and other offices i.e. NSH Nagpur, PH Nagpur BPC Nagpur etc and 30% mail is being connected to F-25 Out section because all Set/2 starts at 15.00 Hrs and rest of the mail will be delayed for 1 day which would be sent through F-27 out section i.e. next day.

  1. F-27 Out section which runs in Maharashtra Express start from Nagpur station which arrives 10.50 Hrs and depart at 11.00 Hrs.  This train departs from Gondia station and number of passengers of Gondia station and en-route station passenger entered in the RMS compartment So it is very difficult to vacate the RMS bogie at Nagpur point and  sectional staff wasting their time to vacate the compartment initially.  Some time passengers argued with the sectional staff also.  At that time, staff of Nagpur RMS faces more difficulties to load all the mail in F-27 Out section.

  1. Taking in view of public mail, restoration of F-28 section is beneficial to dispose of all mails from the RMS ‘F’ Division, Nagpur on the same day to all RMS offices en-route from Nagpur to Mumbai and vice versa  and also beneficial for improvement of delivery status of all district like Akola, Amravati, Malkapur,  Yeotmal and RMS as all mails received by SROs working under jurisdiction of ‘F’ Division can be dealt at morning set and will despatch to concerned their HOs and POs for delivering purpose on the same day.

The mail of Nagpur region will be dispatched in D+1 within a region and other region with i.e. Mumbai and Aurangabad region with D+2.
          It is therefore requested to kindly look into this matter personally and take action in the interest of service of improvement of delivery status of public mails .
B.   Benefits of Aurangabad Region are as under by restoration of L26 section on Sewagram Express from Bhusawal to Mumbai CST and Mumbai CSt to Bhusawal

             The staff side wishes to represent proper Mail Arrangement which will strengthen the Delivery advantage of all kind of Mails and there will be no need to shift the present establishment of Dhule Sorting to ensuing Chalisgaon Station as well as ICH Bhusawal to Jalgaon RMS.

1)   Major source  of Mails from Mumbai Point:
In the present scenario the previous day Mail processed at Mumbai (NSH L-1 Office) is lying idle at TMO Mumbai CSTM till the first dispatch of next day through Punjab Mail. The Major Mails receipt meant for Nashik, Dhule, Jalgaon, Bhusawal is through L-19 IN Punjab Mail which is received too late and adversely affecting on mail delivery advantage.
        The right time arrivals of mails through L-19 IN Punjab Mail at various SMOs in RMS ‘L’ Division are as under;

 Prior to abolition of L-26/F-28 section over Sewagram Express (i.e. prior to 30-10-2011), the Mail receipt at above offices was correctly at the time of processing well in advance as under;

1)   Interruption in proper mail arrangement w.e.f. 30-10-2011
Consequent upon abolition of RMS section over Sevagram Express, the mail arrangement is dislocated for Nasik Road, Dhule, Jalgaon and Bhusawal and now public mails is badly delayed as major receipt is now too late from Punjab Mail which in result following Mail Offices are facing late receipt of Mails for processing and delivery advantage is badly affected.

   Due to abolition of L-26 over Sevagram Express; the major mail receipt is from Detpl. MMS from Mumbai which is arriving too late at Nashik Road RMS i.e. after 02:00 hrs late night which in result the staff is facing very hardship to process total mail or it may be transferred to next set. 
Dhule Sorting
  Now the Mail meant for Dhule Sorting is arriving at Manmad and Chalisgaon station and processing is at Dhule Stg. in the morning set. But when the L-26 was running over Sevagram Express, the Mail was processed at Dhule in the night set with 100% disposal for its delivery within prescribed norms.  
Bhusawal RMS
   At present the Major Mail receipt at Bhusawal is from L-19 IN Punjab Mail which is arriving at 02:45 hrs and the staff is facing very hardship to process total mail and keep ready for dispatches to Mail Motor meant for Sub Offices. If RMS section over Sevagram express is restored, the Mail will be received in the night at 23:00 hrs and there will be 100% disposal for its delivery within prescribed norms.  

After implementation of MNOP, the attentions towards proper Mail Arrangement is neglected and this affected delivery norms very badly and the impact resulted on closing/shifting of Mail Offices with change in receipt of Mails as particularized below;

1)   Revised arrangement of Mails by Road Transport from Mumbai to Nasik with delay of Mails by 6-hours in the working set of Nasik Road RMS.
2)   In earlier days there was total mail receipt via L-30 Section for Dhule Sorting from TMO Chalisgaon. Now there is receipt from TMO Manmad as well as TMO Chalisgaon which in result there is functioning of only morning set and obviously Mail delivery is affected and lying idle at Dhule for full night and dispatch is done in the next morning.
3)    Parcel Mail meant for Dhule/Nandurbar is processed at Nasik Rd RMS under PMNOP which is already delayed for delivery and after its receipt at Dhule point; it is lying idle for further dispatches at Manmad as well as at Dhule for ST MMS.
4)   Late receipt of Mails at ICH Bhusawal in the morning at 03:00 hrs and cut off time closing is 04:30 hrs; obviously the Mail processing is to be completed within one hour or otherwise there is transfer of Mail to the next set.

2)    From above it is clear that the Mail arrangement is badly affected due to abolition of   L-26/F-28 section over Sevagram Express and to overcome this problem; our Department is taking the proposal of shifting of work from one place to another without giving the proper attention towards the Mail arrangement. 

a)    There will be no delivery advantage if Dhule RMS is shifted to Chalisgaon because, the mail closing is to be done at 03:00 hrs in the night at Chalisgaon and will be further dispatched to Dhule S.T.Stand before 05:30 early in the morning for first dispatch by ST MMS. The Dhule Stg. Is  mapped for Dhule and Nandurbar district and all Sub offices under Dhule & Nandurbar district are connected from Dhule ST MMS and there is no any direct ST from Chalisgaon for sub offices other than Dhule HO and Nandurbar MDG.

b)     The mail processing at Chalisgaon for Dhule is possible only in respect of Mails from L-19 IN from Punjab Mail and mails from L-27, L-29, L-6, F-26 & B-18 is not taken in account as it will be fully lying idle at Chalisgaon without its processing and delay will be for 36-hours.

c)    The Dhule Sorting is properly mapped for 2-districts and functioning in Departmental building with all amenities and there is no any alternative accommodation at Chalisgaon station.  Hence ensuing proposal of shifting of Dhule Sorting at Chalisgaon is having all demerits and shafting about such type of properly mapped offices to elsewhere is nothing but to create another serious problems of Mail arrangements.

d)    We urge the Department to focus on the strengthening of Mail Arrangement by restoring L-26 section over Sevagram Express instead of thinking about shifting/merger of work from one place to another with full of demerits likewise from Dhule to Chalisgaon and ICH BSL to Jalgaon RMS.  

e)    If the L-26 section as suggested is restored, the problem of Mail Arrangement in respect of delivery advantage will automatically resolved for whole Maharashtra Circle especially for North Maharashtra and Vidarbha region. 

The mail of Aurangabad Region will be dispatched to Mumbai Region in D+2 and Nagpur region and Aurangabad Region in D+1 Norms. The mail of  Mumbai Region to Aurnagabd Region and Nagpur Region with D+1 Norms.

Your honour is requested to go thorugh the proposal of restoration section on Sewagram superfast express which is benifitial for desposal of public mail within a prescribed time limit and without shifting or closing of any mail office in both region and avoid hardship to staff members and time delivry of public mail to fulfil the citizens charters of department and improve the mail transmission. All Mail from Nagpur to Mumbai and Mumbai to Nagpur will be despatched with D+1 or D+2 norms as the case may be by restoration of section on Sewagram Express.

Your honour is urged to look into this proposal in light of increasing effeciancy of mail arrangement and speedy disposal of public mail with benefits of three regions i.e. Nagpur Region, Aurangabad Region and MM Region Mumbai. I  shall remain highly thankful to you for the same.
