Sub: - Regarding stop the proposal of the shifting of Parcel Concentration
Centre from Bhusawal PL Hub to Jalgaon RMS.
Respected Sir,
This union has brought to notice that there is proposal of shifting and merging
of PH Bhusawal into PH Jalgaon under the project of Parcel Network Optimization
Project. In this regard this union is like brought that the decision of
shifting and merging of Bhusawal PH into Jalgaon RMS in not wise decision due
to following reasons.
- The
Bhusawal RMS is notified as National Parcel Concentration Centre since
long for the Maharashtra Circle and entire processing of PL/EPP/Ins PL
work is going on smoothly with HSG-I H.S.A and LSG Supervisor. After
implementation of MNOP the Bhusawal RMS is known as ICH for PL Work with
L-1 level office.
- The
Bhusawal Rly. Station is junction place and each sectional beat is
terminating at Bhusawal RMS point as well as each Mail/Express Train has
sufficient halting time which is very convenient for Mail Exchange.
- Beside
this there is large accommodation is available in Bhusawal RMS Building
which is sufficient for processing of PL/EPP/Logistic PL etc. Since the
Bhusawal RMS is L-1 level PL Hub and it may be mapped for Satellite PL Hub
having all infrastructure available in the office. Any kind of problem
related with building accommodation may be resolved in co-ordination with
DRM C.Rly. Bhusawal.
- The
Bhusawal RMS is having good connectivity of trains across India and is at
centre place of Northern/Western/Eastern and Southern India.

Demerits of Jalgaon RMS PL Hub
a.
The Jalgaon RMS is functioning in very short
accommodation. The Train halting is very short and loading/unloading of heavy
PL mails is not possible within the little time of train halting.
b.
Though the Jalgaon is District Place, but Bhusawal
City is closely connected with Jalgaon at short distance of 25Km., hence the
Bhusawal RMS very convenient for PL Hub.
c.
Due to short halting of trains at Jalgaon Rly.
Station and if Jalgaon RMS is mapped for PL Hub, the transmission of Mails from
Jalgaon to Bhusawal is nothing but irrelevant expenses of Road Transportation
of carrying PL Mails. If it is retained at Bhusawal RMS there is no any kind of
expenses of Road Transport of Mails.
d.
Beside this Jalgaon RMS needs separate staff
establishment for PL Work like H.S.A./Supervisor/Mail Agent for entire
processing because the functioning in the available accommodation is not
possible due to short space. This in result increases heavy expenditure for
staff establishment as well as infrastructure. Staff shortage is in alarming
condition for all offices which may be taken in account.
It is
therefore requested to stop shifting and
merging of PL Hub of Bhusawal RMS to Jalgaon RMS under PNOP and retain the
Bhusawal RMS as PL Hub by observing all departmental merits. Your honour is therefore urged that look into
the matter and give suitable instructions to PMG Aurangabad and mail section of
C.O. Mumbai for stop proposal of shifting and merging of PH Bhusawal RMS into
Ph Jalgaon RMS under PNOP.
