It has been reported to this union that, some portion of NSH Zero mile
Nagpur is under construction since long. The construction work is badly
affecting the work and function of NSH ‘O’ Mile. Due to shortage of space,
temporary arrangement is made by the administration to carry out the work in
open space behind the building. It is very serious to process the accountable
and sensitive mail in open space without proper surveillance and supervision.
NSH Zero Mile is nowadays receive and process EP-COD, BP-COD and very
valuable articles from companies like Amazon, Snapdeal, etc. and the NSH is
consist of 2-3 small rooms. It is not possible for any HSA/Supervisor to
supervise the set from one place while doing his work especially when the
valuable and EP-COD, BP-COD etc. articles are being processed for receipt
dispatch in the set. It is worth to mention here that most of the receipt
dispatch work depends upon the outsider coolies. Local union has raise an issue
to fix the accountability and responsibility of outsider coolies but SRM office
has neglected the issue with an eyewash reason that there are no guidelines in
postal manuals to fix the responsibility of outsider coolies.
The operation of mails in open space creating extreme difficulties to the
staff. Staff has to carry out the work in cold, low temperature throughout
night. There is no arrangement of any computer in open operation area, the
articles are scanned with cordless scanner attached to the computer inside
building. It wastes double manpower for the same work. There is rush of the
outsider peoples comes at booking counter NSH in the area throughout the day.
Also mail motor pick up and drop of mail bags is also done in the same place.
In all such circumstances there is high risk of loss or theft of valuable articles/public
mail. Because, No supervisor can supervise the work properly in present
situation. The small rooms in which the NSH is functioning are no longer useful
to operate such a big unit like NSH. There is need of a big hall like most of
the NSH, Mail offices in the department, thereby proper function, and proper
supervision can be made.
Hence, there must not be two opinions two provide sensibly better working
conditions to the staff by providing bigger and convenient place. Therefore,
union demands to make alternate arrangement of bigger and convenient place to
function NSH O Mile smoothly. This issue may please be handled on priority
basis.
It is
therefore requested to kindly intervene in this matter urgently and give
suitable instructions to appropriate authority for find out another premises
can accommodate all functioning of NSH Nagpur for smooth and effective
functioning. I shall remain highly thankful to you for doing the needful.
