Agenda of Bio-Monthly meeting for the month of February-2016

Following items are hereby submitted for the
bio-monthly meeting of February-2016 for discussion.
Items:
1.
Regarding
shifting of Computerized Registration Centre at Dadar HPO Building from CST
Mumbai
Union Brief : It is
brought to notice of your honour that earlier CRC work is functioning at Dadar
HPO building very efficiently but administration has shifted the CRC work from
Dadar to CST Mumbai which caused delay of public mail and conveyance problem.
About 15000 registered mail in set/1 and 36000 Registered mail are being
handled in Set/3 in altar net night duty where as bulk registration work is
being processed at Dadar HPO Building. We propose to shift CRC Mumbai to Dadar
for following beneficial points for speedy transmission of mail.
1. The
Dadar HPO Building is departmental building situated in heart of Mumbai with best connectivity of all Zones i.e. A,
B, C, D, S And New Mumbai
2. Average
Distance with all TMOs, APTMO, A Zone, Sion TMO, LTT, CST, Mumbai RMS, CTL TMO,
Mumbai Fgn Post and PC Stg.
3. In
any situation the staff of Bulk CRC Dadar and Staff of CRC Mumbai can adjust
work load present in Mumbai CRC and Bulk CRC due to functioning in one premise.
4. All
Zonal Post offices are in average distance for receipt and dispatch without
traffic hurdle.
5. It
is centre place for all Mail Motor units i.e. Worli, Sion Koliwada , Airport
and Mumbai GPO.
6. There
is sufficient space is available for accommodate CRC work at Dadar HPO
building.
7. For
best connectivity of mail transaction, to overcome from traffic problem on
road, better connectivity of all post offices, TMO, MMS and to improve KPI by
speedy transmission of TD and NTD mail, the shifting of CRC Mumbai to Dadar HPO
building is proposed. Your honour is requested to look into the
matter and arrange to shift at the earliest.
2. Stop booking of SAs for mail monitoring work at
Airmail Sorting Division and allot the same to on duty ASPs/IPs.
Union Brief: A new practice of booking of SAs for mail monitoring work has been
started recently. The mail offices are already facing shortage of manpower to
manage the operative functions. In addition to this many of the officials are
retiring day by day causing more shortage. Further the HRO has been forced to
mandatory book full manpower in the set leading to increase in weekly off and
non grant of leave on time. Hence this union requests to arrange to stop
booking of SAs for mail monitoring purpose and allot the work to the on duty
ASPs. While taken issue with divisional head SSRM AMSD has replied that
there was need of special monitoring team in view of the complexity of the work
handled by SPTMO (Inw) Staff. Therefore this arrangement was made which is
proving beneficial as specific monitoring is being done. Lot of misconnections
are getting avoided and overall performance of the Division is improved.
Reply of SSRM is not to the point as this work should be done by administration
by deputing ASPos/IPos for effective mail monitoring not by SAs. In this regard we hereby request to
your honour kindly intervene in the matter and stop booking of SAs for mail
monitoring and said work should be allotted to supervisory officers. i.e. IPOs
and ASPOs for optimum utilization of Group C manpower during shortage of staff.
3. Stop irregular OT Orders to MMS drivers & RMS
Staff and stop harassment by giving threats of disciplinary action towards non
performance of OT
Union
Brief : It is brought to notice of your honour that after
fifth pay commission OT discontinued and Ota rates also not revised so far. As
per motor vehicle act driver could not perform steering duty more than 6to 7
hours continuously but administration is still giving OT orders at per their
will to MMS drivers. The drivers were
performing their duties under heavy stress and under threat of disciplinary
action due to various show cause notices and unwarranted actions there of. We
all aware that there is shortage of regular drivers and to overcome the problem,
contractual/ daily rated drivers are engaged. Instead of ordering irregular OT
duty to regular drivers staff sufficient contractual/ daily rated drivers can
be engaged. In spite of orders from directorate regarding non awarding
statutory punishment for non performance of OT duty, administration has
neglecting the orders of directorate by misusing their powers. Now new
recruitment has been done in MMS and there is no need of OT to drivers. It is
therefore requested to please give suitable instructions to MMS authority to
avoid OT orders to drivers beyond their physical capacity and rules on the
subject.
