Letter to CPMG : Regarding grant of special casual leave for DEC/DWC Meetings held by Divisional union.

Sub: - Regarding grant of special casual leave for DEC/DWC Meetings held by Divisional union.

Respected sir,

It has been reported to this union that some divisional heads are denied special casual leave for Divisional executive committee meetings held by Divisional union by misinterpretation of rules on the subject.

In this regard this union like to pay attention of your honour on para no. VIII of  DG Posts  compilation of instructions on matters concerning service association circulated vide No. 10-1/2004-SR dated 15th June, 2004. Where in clear instructions for Special Casual Leave for DEC Meeting at para no 1 to 3 of  of  DG No. 54-1/71-SPB-II dated 15.3.71.

Para no 4 of DG Posts54-19/59-SPB dated 31.08.59 and No. 54-13/71-SPB-II dated 31.01.74 states that “Special casual leave is not allowed to be combined with regular leave/EL or half pay levae etc. An understanding reached in the departmental council of JCM stipulated that as far as possible Divisional executive committee meetings of the service association will be held on holidays or outside office hours. As regards number of members attending the committee meetings the same will be accordance with the constitution. Where there is reason to believe that more members are asking for Special Casual Leave then justified , the constitution and the records of service association may be checked up to find out whether facilities have been asked for  more members than admissible under the rules.’’

In this regard it is stated that above instructions do not denied for grant of special casual leave for attending DEC meeting. Rules state that constitutions and record of union may be referred while granting Special casual leave. As per constitution of this union 15 office bearers and all branch secretaries are members of Divisional Executive Body are eligible for Special casual Leave i.e. President, 2. Two Vice president 3. Divisional Secretary, 4. Asstt Divisional Secretaries not exceeding eight 5. Treasurer 6. One organizing Secretary 7. An Auditor  and all branch secretaries.

The RMS and MMS divisions are functioned in three sets round ‘o’ clock in different offices and different stations. There is no fixed off or holiday to staff working at RMS and MMS offices. Hence special casual leave should be granted to all DEC members for attend Divisional Executive body meetings as per constitution of service association and guidelines on the subject.

It is therefore requested to kindly intervene in this matter urgently and give suitable instructions to all divisional heads for grant special casual leave for attendance of divisional Executive committee meetings for implementation of ruling in true spirit. I shall remain highly thankful to you for doing the needful.
