Regarding the request for relocation mail exchange at the mail exchange centre (Nagpur GPO) from the Butibori trans-shipment centre.

Sub: Regarding the request for relocation mail exchange at the mail exchange centre (Nagpur GPO) from the Butibori trans-shipment centre.

This is in continuation of this union letter dated 16.07.2023, regarding the request to defer the proposal of shifting mail exchange from the existing mail exchange centre to the Butibori trans-shipment centre.

 

It has been brought to notice of this union that the administration has shifted that mail exchange centre, Nagpur GPO to the Butibori trans-shipment centre without considering the suggestions given by the local union as well as circle union. This union highly condemns the move of the administration for ignorance of the justified demands of the staff side.

 

Your honour may please consider the following issues raised by the staff union and relocate the transhipment centre at Nagpur GPO Premises.

  • Even though the area of the Butibori Transshipment Centre is 6875.75 sq. ft., the transshipment centre is established or divided into two floors, and the existing temporary shade at Nagpur GPO is about 5000 sq. ft. At the time of the heavy workload, the existing space became short to keep mail until the arrival of the next RTN for loading or consignment of mail.
  • It is not understood how the department is of the opinion that about 3000 bags can be accommodated in the small operative space on the ground floor established for the shelter of mail and dispatch for zones attached to AIRTNs. Whether the department is going to keep mail on the first floor or otherwise, it is not clear what arrangements have been made for the conveyance of mail from the ground floor to the first floor and then again from the first floor to the ground floor. Can the rehandling of mail in this situation be protected from any damages of public mail or otherwise? Whether there is saving of manpower towards conveyance of mail or manpower will increase due to rehandling?
  • Nagpur is the centre of India, and mail from Mumbai, Delhi, Kolkata, and Bangalore is being exchanged at Nagpur. Since the implementation of the RTN policy, work at R'TN Nagpur point is increasing day by day, and mail has to be cleared on the same day without any pendency. It is also the responsibility of our department to ensure the safety of public mail from natural calamities like heavy rain, unseasonal rain, storms, and traffic problems that always delay RTN vehicles. We also keep the excessive mail left over until the next arrival of RTNs or mail arrangements. The existing space of the Butibori Transhipment Centre could not manage the workload , for smooth functioning of RTN work at Butibori, about 10,000 square feet of continuous building area in addition to sufficient space for conveyance of RTN vehicles are required,
  • The project is totally new, and there is a need to redeploy staff to manage the work, but the staff establishment is not yet decided by the department, and it is highly impossible to manage the work from the HRO office, which is situated in Nagpur GPO, and the transshipment centre, which is 35 km away from the record office.

·       The justified manpower (1 HSG-1, 3LSG, 18 SA, and 51 MTS) are required to be posted for the individual functioning of Transshipment centre. But no separate establishment is being identified for the same.

  • At Nagpur GPO points, if the flow of mail is increased, then said mail can be dispatched through other modes like the RMS section, air, or extra engagement of the MMS schedule, but if the work of RTN is shifted to Butibori, the same cannot be done.
  • It was suggested by the local union that the Butibori building may be used for any other departmental project, and a suitable transshipment ship centre may please be developed at Nagpur GPO premises.

This union is not opposing any move to expand the business of the department, but in order to ensure the efficient and effective operation of mail exchange throughout India, it is requested that shifting of mail exchange from the current mail exchange centre to the Butibori trans-shipment centre be reviewed and relocated to Nagpur GPO premises for safety, security, and speedy dispatch of public mail. We would greatly appreciate a response to this.
