Sub: Regarding rotational transfer in RMS Division.

Respected sir,

This is regarding rotational transfer in RMS Divisions. In this regard kindly refer Dte. Letter no. F No. 141-141 /201 3-SPB-ll Dated 17th January, 2019 regarding transfer policy of the Department  on various cadres.

In this regard your honours kind attention is invited  to Sub Para XIII of Para 4.1 of  Directorate letter  F .No. 141-141 /2013-SPB-ll dated 31st January, 2014 which is as under :-  (xiii). The provision of station tenure of six years will normally not be enforced on the cadre of Poslal Assistant/ Sorting Assistant except when ordered in Administrative interest and under exigencies of service”

In directorate letter No. F No. 141-141/201 3-SPB-ll dated 17th January, 2019 this provision regarding station tenure for Sorting Assistant is missing. There is no mention of RMS or Sorting Assistant in these instructions while there is mention of Postal Assistant in each para. There are no single or double handed RMS offices. In some RMS offices more than hundred officials are working while in the other office of same division only ten officials may be working. As this tenure transfer policy has never been implemented in RMS offices, therefore it may not be possible to transfer 100 officials who have completed their station tenure. One RMS Division is established for  one region where about more than three to four districts attached for one region and RMS official is required to knowledge of sorting scheme of all SOs of particular district attached to that RMS/Sorting office  for efficient sorting which is not so easy to assimilate immediately. In RMS, the officials are being transferred from one set to another set at mail offices in every cycle and on sectional duties every six months as the case may be. It is presumed that these instructions are not applicable in RMS offices. Mostly transfer under rule 60 of P&T manual Volume IV is being implemented in RMS Divisions, accordingly transfer orders from Mail offices to HRO/SRO/ Divisional office may be done and no officials should be posted again in administrative offices like DO/HRO/SRO till he completed his tenure at mail office. As per instructions issued by directorate vide 141-509/92-SPB-II dated 18-12-1992, An official should be made work in a mail office before being posted back in either to the two offices i.e. divisional office or HRO and not simply rotated between office and HRO.

This union is receiving representation from Aurangabad Region where rotational transfer orders from one station to another station is likely to be issued by the Superintendent, RMS L Division Bhusawal.

            We urge upon you to kindly reissue instructions to all regional PMGs so that not to implement this rotational transfer policy in RMS to avoid unnecessary mass transfer from one station to another stations in RMS divisions.
