Regarding CSI problems after roll out RMS Divisions

Sub: - Regarding CSI problems after roll out RMS Divisions.

Respected sir,

This is regarding problems faced by staff after roll out the RMS divisions. The following issues are taken for honours kind notice and necessary action please 

1. Slowness of software SAP IPVS - It is learnt from rolled out RMS  Divisions roughly not more than 500 article scanning per hour instead of 1200 per hour in local based speed net system.  The existing norms are not suitable in changed environment of SAP IPVS due to slowness of software. The required manpower may please be provided to cope up of work
It may due to server of SAP is down or sify connectivity issue like low bandwidth, faulty routers, heavy traffic on single router.

2. Bandwidth upgradation :- It is learnt that some Divisions send their upgradation request but not yet further any up gradation of bandwidth received from higher authority. While upgrading the bandwidth actual utilization of infrastructure i.e. nodes and workload may be considered no any office should be dislocated for want of required bandwidth.

3. BNPL File uploading -  It is learnt from BNPL Hyderabad not more than 3000 article excel file not uploaded in CSI POS. In Our circle i.e. At BNPL Pune, EPPC Parel and Agripada Mumbai there is heavy traffic of BNPL mail and thousands of letter mail/ BP/BPCOD/EP/EP COD/SP and SPCOD is being booked.   Booking/Uploading of file in part of 3000 articles may take lot of time for booking. This is very lengthy to upload and increasing work load.

4. Loss of connectivity - While mail office set functioning in some interval loss of connectivity it may due to    server down or sify link down or lack of enough number of SAP servers
It is also brought to notice of your honour that directorate has strictly instructed not to utilize legacy software after Roll of CSI. Hence some divisions are being manifested the dispatch of article on Excel sheet to avoid transfer of next set. This may cause increase various complaints from customers due to non availability of track and trace out of articles in future.

5. Outsider issue – Your honour is well aware that our circle is facing acute shortage of manpower and  hence some outsiders/college students are being utilized for cope up of workload. But in CSI there is no provision of  user ID and password provided for article scanning in SAP IPVS in respect of Outsiders/College students due to no specific instructions from directorate for job allocation to outsiders. Hence immediate provision for temporary userID and password may be provided to outsiders/college students for SAP IPVS operational work only and authority may be given to concerned divisional head.
In this regard, it is brought to notice of your honour that in office where roll out done the password and username of regular employees i.e. who are working at DO, HRO , SRO and MTS official is given to outsiders for working on IPVS software which is highly objectionable and it is very difficult to fix any responsibility in case of any misappropriation done by outsiders. When officials are not performing duty in office or on leave may also utilized by outsiders while working at mail offices and it is very risky. The service matters like financial matters, leave cases, transfer, GPF etc.  are also linked with the IPVS software.   

6. ESS Portal not access in public domain- Departmental employees could not access ESS Portal, reason is unknown but can access email id of department. Some public banks like SBI give their employees access to public domain also android app but why not in our department. If any employee needs medical leave, employee can't reach office so need of public domain with mobile app for employees. The effective HR and ESS may be implemented at all level instead of partial utilization of CSI.

7. Support - RMS mail offices mainly working during night set need proper support of sify network , SAP server traffic load balance in night.

8. Mechanized Bulk delivery, and nodal delivery in Mail sorting offices - No provision of bulk delivery and nodal delivery at RMS point due to no postmen beats in RMS, no postmen posts vacancy in RMS offices.

9. Some operational problems in IPVS - 
a. No shortcut key are works in SAP IPVS, screen size only 19 inch monitor , pdf reports generate instead of simple HTML file having low size

b. One problem erupted in SAP. While closing Regd. Bags a message shown above highlighted. When we scan article "article closed in another bag." We tried other bags for closing but same message.

c. Manually list if  any received articles are to be taken by our office bag label as legacy bag after despatch articles shows excess.  If any bag prepared in CSI software and articles included manually by the dispatching office then only articles entered in IPVS are taken into account and required to take another legacy bag for manually entered articles.   Some time such article not accepted showing remark article type not of bag type.

d. RMS offices are working 24 X7 but post offices are closed on Sunday. It is observed that while closing bags to post offices on Saturday alternight after 24.00 hrs the remark is being received that Post office closed and we could not close the bags for post office on Saturday night.
e. In case where the booking counters are attached to mail offices there is problem of deposit of cash in treasury/office of HRO/SRO/HO as the case may be.

f. The parcels booked on ‘R’ series instead of ‘C’ series it allows in POS but not in IPVS hence 10 to 20 % mail of parcel offices will be dislocated to CRC and Parcel.

g. The articles redirected by post offices physically but not in POS software then it does not allow in IPVS and required to manifest manually may increasing complaint of customers due to non availability track and trace out facility.

h. in many offices the hardware does not support CSI . It is therefore requested to please supply new updated version hardware including scanners and laser printer at the earliest for smooth functioning.

i. Sets are not being ends for two days due to some problems and support and solution is not being received from TSC even after raising tickets for the same. The work is being suffered badly at rolled out offices for want of proper support. It is therefore suggested to please deploy engineer from TCS at least for one month for every rolled out office for solution on the spot and smooth functioning.

10. Calculation of duty hours  - In post offices duty of pa is 8 hour but in RMS mail offices this is not applicable. In RMS office for night set 20 min coefficient per hour and 28 day cycle. This provision not yet found in SAP software. Then how can calculate leaves, CA off and duty hours.

11.  Requirement of laser printers: All reports and manifest are generated in PDF file and mail list is having identical barcode number hence required to take up printouts on laser printers. But administration has supplied dot matrix printers and it takes lot of time for printing due to manifest/mail lists/regd./Parcel/Speed list is being generated in PDF format. It is therefore required to supply of laser printers to all mail offices by replacing of dot matrix printers.

12. Direct bag closing on parcel bag stand system like Pune PH - It is very lengthy to close bag in SAP IPVS . In Pune PH parcel bags closes during sorting on bag stand in legacy software. It is easy to close, no rehandling of Parcels and tallied abstract easily due to PH Pune locally based database system software. But in SAP IPVS no provision of scan articles while sorting into bag stand they used logic of old parcel net system therefore increasing of parcel sorting office work and required to reintroduction of sorting cases for sorting of parcels. Also at EPPC Parel there is some changes made in legacy software for direct closing of bags.

13. Partial rollout: It is bring to notice that from rolled out divisions only rollout in mail area not in the HR and F & A . HR and F &A  is essential for staff but same is not being utilized efficiently. Till departmental email id not provided some offices and gmail or other email accounts being utlised for daily communication. It is therefore requested to take initiatives to allot departmental email id (i.e. indiapost.com).  Even in administrative offices are being using other private company email service instead of departmental email service like Gmail also using anther network service instead of departmental service i.e. Sify. so the full rollout of division/administrative offices  including HRMS and FA that will be better for all employee

14. HRO as Profit center: It also learnt from rolled out division problems occurred in disbursement salary and other contingent bills. In old procedure HRO attached to nearest post office for disbursement of cash  but now in CSI, HRO is separate profit center and it has own GL codes to post voucher in SAP FA . Maharashtra circle nearly roll out completed in postal division hence RMS Division cannot draw salary and other contingent bill posting on their profit center. But department pressing draw their salary to nearest HO on RSAO payment GL Code which is for counter cash if it happen no existence of HRO account office. Department should issue guideline to recognition of HRO as separate profit center. Now introduction of CSI there is problems is being faced by office of HRO for payment of pay and allowances and other contingency payment. Hence, kindly look into the matter to fix roll of drawing and disbursement officer and give him status of profit centre or otherwise with facility for draw the cheques and open account of HRO in SBI/HO for payment of pay and allowances and other contingency payment. Now cash is being given from concerned HOs to DDO for further disbursement. Your honour is requested to please do the needful to avoid further complications.

The IPVS software is ideal for small offices where more than one software’s are being utilized for daily work but not suitable for office where  heavy work load and time sensitive delivery till the modification in the software and proper hardware, printers, speed of network. The existing software’s are working offline but IPVS software operated online hence the work may be disturbed while low speed or non receipt of connectivity from Sify network. It is therefore suggested to please do the needful possibility of operation of software offline to avoid dislocation of work for want of connectivity or other reason to avoid loss of revenue and our valuable customers. We may communicate the work after end of work at existing practice of legacy software or CSI at par with Postal wing.

Your honour is requested to postpone the rollout left out RMS divisions till the solution of problems faced by existing roll out offices. Permission for operation of legacy software instead of manifesting on excel may be granted to all rolled out offices till streamline of all CSI software’s. Your honour is requested to please detailed report with pen and picture of CSI roll out offices may please be prepared submitted to directorate for further solutions by deputing the responsible persons to see the problems of Rolled out offices for smooth functioning of all RMS divisions and avoid dislocation of public mail.
